Dear Councilmembers:
Again you are planning to stick it to the residents of Seal Beach with your "proposed"
increase in street sweeping and tree trimming fees. Isn't it enough that you have broken
your promise to reduce the Utility Tax?
I'm sure that if you would get the parking control crew busy and have them give out a
few tickets to the parking violators, you would have more that enough revenue to cover
your needs. There are constantly vehicles parked in a one -hour zone for the entire day.
You seldom see any parking control around.
I have personally observed the Fist Street parking lot when vehicles come in, do not
pay, and go about their way to the beach. There is very little, if any, checking on the
parking. Have you ever found out what the statistics are with you "new" system
compared to the `old" parking system we had with a "real personP'

Another major source of lost revenue is from not enforcing obtaining construction
permits. There are a lot of people who are doing work on homes that requires a permit.
It has been a habit of the City to look the other way if it happens to be someone "special."
I'm sure that the code enforcers have a fist of people who have permits... therefore, it
wouldn't be too difficult to drive around and look /listen for construction being done and
cite the offender. There is supposed to be a triple fine but there again I doubt if it is
enforced.

NOTICE IS HEREBY GIVEN that the City Council of the City of Seal Beach proposes to adopt a resolution
approving an increase in the monthly street sweeping fees commencing with fiscal year 2001 -02 and ordering the proposed
increase be submitted to a vote of the affected property owners. The street sweeping fees are levied pursuant to Chapter 22A of
Seal Beach Municipal Code to pay for the direct costs of services furnished by the City. The City currently provides street
sweeping services on an every other week schedule. Based on concerns over water quality issues, the City intends to provide
weekly street sweeping services. The proposed increase is necessary to pay for increased street sweeping services to be
provided. The street sweeping fees charged to each property owner are based on the land use of a parcel. The current and
proposed formula for calculating the street sweeping charges by land use are set forth in Table A. The current amount levied
against each parcel and the proposed increase for fiscal year 2001 -2002 are set forth in Table B. In subsequent fiscal years, the
amount of the street swerving fees may he increased automatically by the annual increase in the Consumer Price Index fnr all
Urban Consumers for the Los Angeles- Anaheim - Riverside Area, not to exceed seven percent per year.

NOTICE IS HEREBY GIVEN that the City Council of the City of Seal Beach proposes to adopt a resolution
approving an increase in the monthly tree trimming fees commencing with fiscal year 2001 -02 and ordering the proposed
increase be submitted to a vote of the affected property owners. The tree Dimming fees are levied pursuant to Chapter 22A of
Seal Beach Municipal Code to pay for the direct costs of services furnished by the City. The tree trimming services currently
provided by the City include only tree trimming. The current tree Dimming fees cover approximately sixty-five percent (65 %) of
the actual costs incurred by the City in providing this service. The City plans to expand the tree Dimming services provided to
include grinding as well as sidewalk and curb removal and replacement as necessary.. The inclusion of sidewalk and curb
improvements will allow the City to improve its infrastructure and enhance its ability to preserve the city's urban forest- The
proposed increase in tree Dimming fees is necessary to pay for the ongoing costs of providing these additional tree Dimming
services in the City. The tree trimming fees charged to each property owner are based on the land use of a parcel. The current
and proposed formula for calculating the tree Dimming charges by land use are set forth in Table A- The current amount levied
against each parcel and he proposed increase for fiscal year 2001 -2002 are set forth in Table S. In subsequent fiscal years, the
amount of he tree Dimming fees may be increased automatically by the annual increase in the Consumer Price Index for all

Upon the close of the public hearing relating to the
proposed increase of street sweeping and tree trimming
fees, and provided there is not a majority protest of the
proposed increases, (2,780 + 1), the City Council may then
adopt the resolutions approving the proposed fee increases
and order that the fee increases be submitted to a vote of
the affected property owners.
with regard to the conduct of a landowner election, as
authorized under Proposition 218, it is recommended to be
conducted by means of mailed ballot. A packet will be sent
to each landowner in the affected area that will include
the official ballot and return envelope, the Voter
Information Pamphlet containing Resolutions numbered 4932
and 4933 approved by the City Council, the Impartial
Analysis of the City Attorney, arguments for and against
the proposed increases and rebuttals thereto, if submitted,
and specific instructions with regard to voting and
returning the mail ballot. As provided by the California
Elections Code, ballots may not be mailed to the affected
property owners prior to the twenty -ninth day before the
election and mailing must be completed by the tenth day
prior to, (October 29`" through November 17`"), and the voted
ballots must be returned to the election official by 7:00
p.m. on election day.
The election process follows that for absentee ballots,
however in the case of a landowner election each parcel in
the affected area is provided one vote, the ballot return
envelope will be identified with the assessor's parcel
number of the property for verification of one vote per
parcel, and the return envelope must have affixed thereto

the signature of the property owner voting the landowner
ballot in order that the vote may be counted. In the case
of a landowner election, a simple majority of the ballots
cast is required to approve the increase.
Voted /returned ballots will be secured in the office of the
City Clerk until the processing of same commences, and
subsequently the counting of ballots after ....p.m.,
November 27`".

a Special Municipal Election on November 27`" for the
submittal of a street sweeping and tree trimming fee
increase and directing that said Election shall be
conducted by mail ballot;
* Resolution Number 4934 Setting Priorities for
submittal of Arguments For and Against City Measures;
* Resolution Number 4935 Providing for the filing of
Rebuttal Arguments For and Against City Measures; and
* Resolution Number 4936 Ordering that the Canvass of
the Special Election be made by the City Clerk.
