SUBJECT: OCTA City Liaison Committee
SUMMARY OF REQUEST:
Appoint member of Council as OCTA City Liaison Committee member.
BACKGROUND:
Regional mobility in Orange County is the key responsibility of the Orange County
Transportation Authority (OCTA). As Council is very much aware, Caltrans recently
released the environmental documents for the proposed improvements to the SR-22. If
Caltrans selects a "Build" alternative, OCTA will act as lead agency in the construction of
the link to West Orange County. With that in mind, a City Liaison Committee comprised
of SR-22 corridor elected officials and city managers will be formed to enable proactive
communications and identify local issues early. OCTA is also forming a Technical
Advisory committee with local engineering and community relations staff as members of
the TAC.

RECOMMENDATION:
That Council appoint a member to participate on the OCTA City Liaison Committee to
identify local concerns re the SR-22 proposed improvements.

Dear Mayor Campbell:
Regional mobility in Orange County is the key responsibility of the Orange
County Transportation Authority (OCTA). In addition to expanding bus service,
funding city road improvements, and performing long-range transportation
planning, OCTA will begin an exciting freeway project early next year.
State Route 22 (SR-22) is the only freeway in Orange County that has not
received major improvements during the last decade. Caltrans will soon
complete an environmental review for several High Occupancy Vehicle (HOV)
alternatives selected in a 1998 Major Investment Study (MIS). The draft
Environmental Impact Report/Environmental Impact Statement (EIR/EIS) was
released for public review on August 31, 2001.
If Caltrans selects a "build" alternative, OCTA will act as lead agency in
construction of this vital link to West Orange County. Our intention is to deliver
• • • this project aggressively and in partnership with Caltrans and local agencies. A
City Liaison Committee comprised of SR-22 corridor elected officials and city
managers will be formed to enable proactive communications and identify local
issues early.
To this end, please identify one council member that would be interested in
participating on this important committee. Please forward the name of your
appointee to Paul Rodriguez, OCTA's Community Relations Manager at
714/560-5762. A Technical Advisory Committee (TAC) comprised of local
engineering and community relations staff will also be formed to ensure the
project is delivered as quickly as possible.
