Bahorski, City Manager FROM: June Yotsuya, Assistant to the City Manager SUBJECT: Approval of Agreement - Environmental Health Services SUMMARY OF REOUEST: Staff recommends that the City Council approve an agreement for the provision of Environmental Health Services between County of Orange and City of Seal Beach. The agreement authorizes the County to enforce statutes, rules and regulations of the Health and Safety Code pertaining to public health except for building, electrical, plumbing and noise codes. On June 30, 2001, the Environmental Health Services Agreement with the County of Orange expired. The County recently submitted a new Environmental Health Services Agreement for the enforcement of health and safety codes in the City of Seal Beach. The agreement provides the same level of service as the former agreement, except the docwnent no longer includes an expiration date provision. The County initiated this change to eliminate the necessity of a formal renewal process every five years. Although the expiration date provision has been eliminated, the agreement allows either party to terminate the agreement, without cause, with a sixty-day written notice. FISCAL IMPACT: Exhibit A to the agreement provides the list of services the County agrees to perform within the City. There is no charge to the City for these services since the health service fees are paid for by the regulated businesses. These fees were established via resolution adopted by the Orange County Board of Supervisors and are included as an attachment to this report.
