Bahorski, City Manager FROM: Doug Dancs, P.E., Director of Public Works/City Engineer SUBJECT: AWARD BID FOR ALLEY UTILITY REPLACEMENT PROGRAM (WATER AND SEWER) 019-49820-062, 043- 49813-060 SUMMARY OF REQUEST: The proposed action will award a contract for the construction of utility and alley improvements to the alleys between 13th and 14th Street and 14th and 15th Street from Pacific Coast Highway.to Electric Avenue to the lowest responsible bidder, Majich Brothers, Inc., in the amount of$ 756.963.00 and authorize the City Manager to execute same. BACKGROUND: This proposed project will replace water lines, sewer lines, and pavement within the alleys between 13th and 14th Street and 14th and 15th Street from Pacific Coast Highway to Electric Avenue. This project is a carry-over from last years' program. The plans and specifications were completed by AKM Consulting Engineers. The next alleys scheduled for improvements are between 13th and 14th Street and 14th and 15th Street from Electric Avenue to Ocean and between 15th and 16th Street from Electric to PCH. Construction of the improvements is expected in the fourth quarter of FY 2001/2002. One bid was received and opened by the City Clerk on August 22,2001 as listed below: t/1. Majich Brothers, Inc. $ 756,963.00 `-� Staff contacted seven other contractors who attended a mandatory pre-bid meeting held on August 14, 2001, who did not submit a bid on the project. Although the City has received only one bid, the bidder is properly licensed to do the work and has appropriate work experience and has performed work for the City in the past. The low bid of$ 756,963.00 is below the engineer's estimate of$ 904,000.00. • FISCAL IMPACT: Water and sewer enterprise funds are available within the City's Capital Improvement program budget to construct these improvements as well as some matching money from Orange County Sanitation District. A budget amendment re-appropriating remaining funding from 019-49820-062, 043-49813-060 in FY 2000/2001 Capital Improvement into FY 2001/2002 Capital Improvement Program was previously approved by the Council. The City will be receiving $ 224,100.00 from Orange County Sanitation District as a part of the Cooperation Project. RECOMMENDATION: It is recommended that the City Council: 1. Please note that there was a mandatory pre-meeting required for the project. Attached is a list of contractors who are eligible to bid on the project The Engineering Division has discussed this with the City's Attorney's office and only those bidders who attended the meeting will be eligible. This was unintentional but the project was properly advertised in the official local newspaper on August 2, 2001 in accordance with the City's charter. Since the City is not required to publish in the FW Dodge and to keep the project on schedule, no bids will be accepted from any Contractor that did not attend the mandatory pre- bid meeting.
