AWARD UNIT PRICE/MAINTENANCE CONTRACT
FOR BERM AND SAND MAINTENANCE SERVICES
SUMMARY OF REQUEST:
The proposed City Council action will award a unit price /maintenance contract for berm
and sand maintenance services with Cattrac Construction and authorize the City Manager
to execute the contract.
BACKGROUND:
Historically, the residents along the beach between the Anaheim Jetties and the pier are
subject to wave inundation during the winter storms. This is lessened by the annual
construction of the sand berm and regular sand backpassing. In 1984, Moffatt Nichol
Engineers prepared a report outlining recommendations for building the berm and sand
management strategies. Attached are the recommendations and the profile of the berm.
This profile was developed to provide protection against events but is no guarantee. A
sand dike so massive as to protect against all storms no matter how severe would
outweigh the costs of repairing the damage caused by such storms. Last year the staff
completed the berm in early October due to the storm events that occurred in recent prior
years. It is a matter of risk management versus views and estimated probability outcomes.
Staff recommends and intends to place the berm again in October to provide the same
level of protection.
Also, due to the break in the groin, a large quantity of sand has moved from the east side
of the beach to the west side according to observations by both engineering and lifeguard
staff. After discussions with Moffatt and Nichol Engineers, engineering and lifeguard
staff, it is both necessary and more cost effective to move sand from one side of the beach
to the other rather than importing new sand.
The purpose of this contract is to retain the firm of Cattrac Construction for both
operators and equipment to both back pass sand that has accumulated on the west side of
the pier and move to the east side of the pier and then construct the berm. Cattrac
Construction has been the company that the Beach Maintenance Division has used in the
past to perform this work. This will formalize an agreement and provide a regular annual
contract to build the berm and perform any additional sand maintenance services. It is

more cost effective to use a maintenance contractor rather than purchase the equipment
and perform the operation in- house.
FISCAL IMPACT:
Due to the nature of this work, it is performed on a time and material basis not to exceed
the amount available in the maintenance and capital budget for sand maintenance.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council award the
unit price/maintenance for berm and sand maintenance services and authorize the City
Manager to execute the contract.

Recommendations:
1. Build the winter dike by November I and remove it before the Easter Holiday
2. Build the dike with a crest elevation of +20 feet MLLW between Il `h Street and
Do �hin Street. Between Dolphin Street and the Anaheim Bay Jetty and between
11 Street and the pier the elevation maybe reduced to +18 feet MLLW.
3. Locate the dike as close to the existing line ofplanters as possible and have a
width of 8jeet.
4. Use sand between the sidewalk and dike to construct the dike but do not remove
below level of the sidewalk If there is not enough sand in this area to construct
the dike push up additional sand from as jar seaward as possible and haul sand
from the east part of the cell . or from the west part of the west cell.
5. Scarify the sand behind the dike as necessary to promote percolation of the
surface water. Remove standby water with portable pumps.
