Bahorski, City Manager FROM: Captain John Schaefer, Acting Chief of Police SUBJECT: LOCAL LAW ENFORCEMENT BLOCK GRANT — 2001 SUMMARY OF REQUEST: It is requested that the Council convene a Public Hearing to consider the acceptance and appropriation of grant funding of $20,879 of Local Law Enforcement Block Grant fonds recently made available to the Police Department. The Bureau of Justice Assistance has announced the availability of funds to units of local government under the Local Law Enforcement Block Grant (LLEBG) Program. These funds we provided to assist law enforcement in their efforts to reduce crime and improve public safety. Under the conditions of this grant the Seal Beach Police Department is eligible to receive funding of $20,879. As with previous LLEBG programs received by the City' in the years 1996, 1997, 1998, 1999 and 2000, funds received under the terms of this grant must supplement and not supplant existing operating funds budgeted for an established designated program. The Seal Beach Police Department proposes to use these funds to upgrade our current computer network, including our CAD (Computer Aided Dispatch) / RMS (Records Management System), which is several years old. The current network configuration does not meet Department of Justice, or industry security standards. Without modifications and our security upgrades, the current system will not be able to accommodate our current automation needs, nor meet Department of Justice security standards to maintain our access to confidential criminal history information. Without this access, public safety could be significantly compromised. Modifications and upgrades will improve the Department's ability to access and distribute critical information. This ability will significantly enhance our capability to respond to public safety situations in a timely, appropriate manner, reduce the fear of crime and improve the quality of life. Agenda Item 7— r FISCAL IMPACT: Acceptance of these foods requires a matching contribution by the City of $2,320.00. The Police Department is proposing that these funds be approved for allocation from the General Fund's Transfer Out Department 080 in the fiscal year 2002/2003 budget. RECOMMENDATION: It is recommended that a public hearing be held and that Council approve the acceptance of LLEBG 2001 grant funding of $20,879 and appropriation for the automation upgrades described in this report. It is also recommended that Council approve the allocation of the $2,320.00 from the General Fund for the fiscal year 2002/2003 for the City's required match to accept this grant.
