Bahorski, City Manager FROM: Doug Dancs, P.E., Director of Public Works / City Engineer SU13JECT: AWARD PROFESSIONAL SERVICES AGREEMENT — ON CALL COASTAL ENGINEERING SERVICES SUMMARY OF REOUEST: The proposed action will execute an on-call professional services agreement to retain Moffat & Nichols to perform on -call coastal engineering services. BACKGROUND: The City's ambitious CIP has many high priority projects as well as many coastal engineering needs and studies. These need to be implemented with limited staff resources and often in a rapid time frame. It is important that a highly qualified engineering firm be retained with expertise specifically in coastal engineering services. This not only speeds delivery of projects but also can avoid costly change orders later during construction as well as the loss of grant funding. To date, the City has retained individual on -call contracts for utilities engineering, project management, construction management, traffic engineering and street design. The purpose of these on -call contracts is to hire a qualified firm to perform professional services to perform these requirements in an expedient manner. By hiring on -call services, projects may proceed at much faster rate. The firms become very familiar with the City's unique infrastructure that results in cost savings because of reduced learning curves. This becomes more important due to the limited in -house engineering staff resources to manage these projects. Moffat and Nichol has performed well for the City in the past. For the City, they have just recently prepared the interim groin repair, pier designs, and numerous beach sand and coastal studies for grant funding. They are currently working on a task proposal for design report of the debris boom that was recently funded by the Coastal Conservancy. They also come highly recommended from various other public agencies and are currently performing work for coastal agencies all along the coast of California. Design costs range from eight to twenty percent of construction costs depending upon the size, scope and complexity of the project. Staff has negotiated hourly rates with Moffat and Nichol and their firm can perform the work within project budgets set forth in the Agenda Item Z, approved Capital Improvement Program and the Engineering Division's internal budget. Prior to starting any work, the consultant will submit a detailed task order scope, schedule, and overall project estimate as well as a not to exceed cost. No work shall begin until written approval by the Director of Public Works. FISCAL IMPACT: Funds are available in the Capital Improvement Program and the Tidelands Fund. No work will be performed unless adequate funding is available in the project budget. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council: 1.
