Bahorski, City Manager FROM: Doug Dancs,P.E., Director of Public Works/City Engineer SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT— PRELIMINARY DESIGN REPORT—DEBRIS BOOM SUMMARY OF REQUEST: The proposed action will execute an on-call professional services agreement to retain Moffat &Nichols to prepare a preliminary design report for the debris broom. BACKGROUND: The City was successful in securing funding within the FY 1999/2000 State budget in the amount of$450,000 to improve beach and ocean water quality. Of the amount, $150,000 was dedicated for a comprehensive study to look at the San Gabriel River watershed and develop strategies for combating water pollution at the sources along with a Master Plan for the City's ongoing water quality improvement program. The remaining amount, $300,000, was allocated for a debris boom on the San Gabriel River. This funding can only be used for planning,environmental and design. On June 27, 2001, staff met with the City of Long Beach, Los Angeles County Flood Control, and Orange County PFRD, and other stakeholders concerning the debris/trash in the channel that pollutes city beaches. At that strategy meeting, the stakeholders agreed to move forward with the preparation of a preliminary design report. Attached is the scope of work prepared by Moffatt Nichol that will be forwarded to the Coastal Conservancy for approval of the work program. It is staff's intention to encourage other agencies to participate in the project and to use the report as a basis to apply for additional funding opportunities. FISCAL IMPACT: Funds are available in the grant from the Coastal Conservancy for this work.
