SUBJECT: SELECTION OF ENVIRONMENTAL IMPACT
ANALYSIS CONSULTANTS — Recommendation of
Interview Committee
SUMMARY OF REQUEST:
Concur with Interview panel recommendation to retain Culbertson, Adams & Associates,
PCR Services Corporation, and RBF Consulting as the environmental consultants to the
City. Instruct City Manager to enter into contracts with said firms for a period of 4 years to
provide on-going environmental services to the City.
BACKGROUND:
In June, 2001, the City Council authorized initiation of a, process to select professional
consultants to provide necessary technical assistance to the City in assessing the potential
environmental impacts of development applications upon the City. Staff prepared, and the
City Council authorized the circulation of a "Request for Statement of Qualifications for
Environmental Impact Analysis Consultant Services" (RFQ). An interview panel of two
City Council members (Campbell and Yost), along with representatives of the Planning
Commission, the Environmental Quality Control Board, and the Planning Department was
established to interview the responding firms. A total of 16 fines submitted proposals, with
9 firms being selected to appear before the interview panel. The interview panel met with
the nine firms on August 2 and evaluated their qualifications and sample work products. It
is the recommendation of the interview panel to retain Culbertson, Adams & Associates,
PCR Services Corporation, and RBF Consulting as the environmental consultants to the
City.
Upon City Council approval of the recommendation of the interview panel, the appropriate
contracts will be entered into by the City Manager with the recommended firms. The firms
will then be utilized in accordance with the City Council determined basis for a four(4)year
time period as projects come before the City which require environmental impact analysis.
Firms will be assigned projects by staff.

Staff has retained the proposal from each of the recommended firms and they will be
available at the Department of Development Services for review prior to the City Council
meeting. Staff will also have the proposals available at the City Council meeting.
FISCAL IMPACT:
None. Costs of requied environmental impact analysis consulting services will be borne by
project applicants, including staff overhead costs. Selection process costs to retain the
recommended fines have been borne by the City.
RECOMMENDATION:
Concur with Interview Panel recommendation to retain Culbertson, Adams & Associates,
PCR Services Corporation, and RBF Consulting as the environmental consultants to the
City. Instruct City Manager to enter into contracts with said firms for a period of 4 years to
provide on-going environmental services to the City.
