Orange County Public Library Supplemental Funding
SUMMARY OF REOUEST:
Orange County Public Library has completed its budget process and has indicated there is
$18,419 in unallocated fimds available for use at the Mary Wilson Library. Orange
County Library staff is recommending the additional funds be used for a half time
Library Assistant and for refurbishing the library's furniture. The City is being requested
to notify the Orange County Public Library staff if this utilization of funds is acceptable
to the City.
Staff received correspondence from the Orange County Public Library indicating
additional funding is available for use at the Mary Wilson Library. Staff has discussed the
recommendation contained in the June 29, 2001 letter with the County Librarian and staff
agrees that adding the part time Library Assistant and refurbishing the branch furniture
are the best uses of the additional funding.

No fiscal impact.

The Orange County Board of Supervisors has now approved the preliminary budget for the Orange County Public
Library (OCPL) for fiscal year 2001 -02, which incorporates the recommendations of the Library Advisory Board.
Under our usual policy and procedure, we can now proceed to discuss with you the utilization of the City's
operating allocation.
Under the OCPL Allocation Formula, in fiscal year 2001 -02 there is $285,980 available for library operations
in Seal Beach. We project that it will require $267,561 to maintain the current level of service and schedule at
the Seal Beach/Mary Wilson branch, and recommend that this service level be continued. In addition, we
recommend that the additional $18,419 be Used for the addition of a half -time Library Assistant to branch staff
to improve cusmmer service, and $1,800 for reupholstry of branch fumiture. Please let us know within the next
month if this is acceptable to the City, or if you would like to discuss further the utilization of your City's
allocation.
I would also like to provide you with an update on the progress of the State's Proposition 14 Library Construction
and Renovation Bond Act. This program, which will provide $350 million for public library construction, is
currently involved in the nrles making process, which is being administered by the Bond Aces Commission. As
of this date, the Commission hopes to finalize its rules and procedures by the end of 2001 and accept applications
for the first of three rounds of grants in May or June 2002. The current draft rules require two significant
commitments by the applicants. First, the applicant most have appropriated the 35% (mmimum) local match at
the time of the application submission, and second, the architectural design plans must be submitted as part of
the application. If the City is interested in pursuing one of these grants, please contact me as soon as possible
so we can begin planning our application.
