HomeMy WebLinkAboutCC Res 4523 1997-04-14 RESOLUTION NUMBER 4,.3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING THE RECEIPT OF A $11,000 GRANT FROM THE CALIFORNIA DEPARTMENT OF BOATING AND WATERWAYS FOR THE PURCHASE AND INSTALLATION OF A ROSS SYSTEM VHF WITH GLOBAL POSITIONING SYSTEM (GPS) AND INTERFACE AND CHART PLOTTER SYSTEM ABOARD THE CITY'S LIFEGUARD OCEAN RESCUE BOAT I WHEREAS, the City of Seal Beach does maintain a year-round lifeguard service for the education and safety of its beach patrons; and WHEREAS, the City's area of responsibility for this ocean lifeguard service is bordered to the east and to the west by boat harboring marinas; and WHEREAS, the San Gabriel River, located at the west end of the City beach, attracts power boats, jet skis and surfers, and as a consequence, there is an unusual concentration of boating activity in the City's off-shore waters; and WHEREAS, this concentration of boating activity does, on occasion, include operators who operate their boats in a reckless and unsafe manner; and WHEREAS, there exists no natural or well defined line of demarcation which safely separates swimmers and boaters; and WHEREAS, on the occasions of deep water swim rescues, necessitated by large I storm surf, it is imperative than an off-shore rescue platform be available to relieve the beach guard of his rescue victim; and WHEREAS, in an effort to address the above concerns, the City of Seal Beach does maintain a 28-foot, twin engine rescue boat to provide surveillance, enforcement and assistance; and WHEREAS, although the City's ocean rescue boat is twenty-one years of age, it has been meticulously maintained and is in excellent condition; and WHEREAS, the Lifeguard Department has been awarded a $11 ;000 grant by the State's Department of Boating and Waterways, specifically for the purchase of a vessel tracking system.. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal Beach hereby: 1. Approves the receipt of $11,000 grant from the California Department of Boating and Waterways for the above project; and 2. Certifies that said agency has or will have sufficient funds to operate and I maintain the project; and 3. Appoints Keith R. Till, the City Manager, as agent of the City to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project.
