SUBJECT: BOLSA CHICA CHANNEL — PHASE II
IMPROVEMENTS: ORANGE COUNTY FLOOD
CONTROL DISTRICT
SUMMARY OF REOUEST:
The proposed action will adopt a resolution _ to approve the Bolas Chica Channel
Improvement project by the Orange County Flood Control District (OCFCD).
BACKGROUND:
In January 2001, City Council approved Bolsa Chica Channel Phase I. The purpose of the
project is to improve the capacity and enhance flood protection of the Bolsa Chica
Channel from the I -405 to the Belgrade Channel in Garden Grove. This channel is
located along the easterly City boundary adjacent to the College Park East residential
area. Phase I of the project consisted of constructing a concrete lined rectangular
channel to replace the existinj barthen bottomed trapezoidal channel.
The Orange County Flood Control district is now requesting City Council approval for
phase II for construction of improvements to the Bolas Chica Channel/Garden Grove
Channel. The Garden Grove Storm Channel is proposed to be realigned to confluence
with the Bolas Chica Channel downstream of the 405/22 Freeway Interchange in place of
the existing confluence upstream of the Freeway Interchange. The project consists of
jacking a 9 -ft diameter concrete pipe beneath the 405/22 Freeway Interchange. The
project will reduce the possibility of flooding in the City of Seal Beach upstream of the
Freeway Interchange.
FISCAL IMPACT:
There will be no fiscal impact to the City since the project is fully funded by the County.

RECOMMENDATION:
It is recommended that the City Council adopt the resolution to approve the Bolas Chica
Channel Improvement project by the Orange County Flood Control District (OCFCD).
