A RESOLUTION OF TI-IE CITY COUNCIL OF THE CITY OF SEAL
BEACH APPROVING TI-IE SUPPORT OF AB 1228.
TI-IE CITY COUNCIL OF TI-IE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS, our coastline and beaches are a state resource and treasure for the people of
California;
WHEREAS, over 80% of California's coastal beaches are experiencing erosion or presently are
seriously degradated;

WHEREAS, statewide human influences have impacted and created a dysfunctional natural beach
replenishment system that has reduced sand supply to the coast by 50%;
WllEREAS, beaches provide recreation opportunity, natural habitat with a significant role in. the
ecosystem, shoreline protection against severe storms, and drive a huge economic
engine for California;
WHEREAS, our beaches constitute the largest and most widely utilized recreation area in
California, with over 430 million attendance days annually;
WHEREAS, studies indieate a high percentage of beach attendees are non-local residents with
out-of-state visitors accounting for 85 million attendance days;
WHEREAS, beach recreation and tourism in California accounts for $ 10.6 billion in direct
spending that generates 516,000 jobs and p~uces $ 1.1 billion in state sales tax;
WllEREAS, sales tax revenue derived from coastal tourism supports local and state programs
through out California.

WHEREAS, a wide beach provides shoreline protection for millions of dollars of public
infrastructure as well as private property at risk from severe wave and stonn
damage;
WHEREAS, prcliminary studies conservatively identified over $ 75 million in currently needed
shoreline preservation projects;
WHEREAS, local communities provide many beach related services, such as lifeguards, police,
coastal access, infrastructure (bike and walking path, restrooms, showers, play and
picnic areas, parking facilities) and maintenance (beach cleaning, garbage
collection);
WHEREAS, beachs are public domain and local communities do not possess the right to charge
admission to offset costs of services provided;
WHEREAS, the eause and extent of beach erosion knows no politieal boundaries and eauses of
erosion are beyond the political control of local governments;
WHEREAS, the local coastal governments are de facto stewards of the coastline, they are not
fiscally capable of providing for maintenance of a statewide resource.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Seal Beach:
I. Support the approval, passage, and signage of Assembly Bill 1228, Ducheny, to
enhance, restore, and nourish public beaches through the engineered placement of
sand on the beach or in the nearshore environment.
