PUBLIC COMMENT: At this time members of the public may address the Council regarding any items within the subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters brought before the Council that are not on the agenda may, at the Council's discretion, be referred to staff and placed on a future agenda. Those members of the public wishing to address the Council are asked to come forward to the microphone and state their name for the record. All speakers will be limited to a period of five (5) minutes. Any documents for Council review should be presented to the City Clerk for distribution to Members of the Council. Amendment to Noise Ordinance re Allowable Hours for Construction/Maintenance - Introduce Proposed Ordinance No. 1474 amending the allowable hours for construction and maintenance activities to begin at 8:00 a.m. on Saturdays H. City Council Redistricting - Introduce Proposed Ordinance No. 1475 ordaining the existing City Council district boundaries are unchanged based on the 2000 Federal Census I. Change of Street Name - Seal Beach Boulevard between Electric Avenue and Pacific Coast Highway -Adopt Proposed Resolution 2+.2=12 3. changing the name of that portion of Seal Beach Boulevard between Electric Avenue and Pacific Coast Highway to Bay Avenue. J. Proposed City Charter Amendments - Authorize City Clerk, City Attorney and staff to prepare necessary documentation to prepare a ballot measure regarding revisions to the "Charter of the City of Seal Beach' K. Revisions to the Seal Beach Purchasing System - Introduce Proposed Ordinance No. 1476 Amending Article BI of chapter 2 of the Seal Beach Municipal Code to update existing provisions City purchasing process.
