Beard, Director Parks, Recreation and Community Services SUBJECT: Senior Recreation Discount SUMMARY OF REOUEST: Receive and File. City Council made a request of staff to investigate the results of a 25% Senior Discount for Recreational offerings. BACKGROUND: There are three ways in which the Recreation Division generates revenue. One is through class offerings taught by contract employees. Most contract employees are on a 65% contract with the city. The contractor receives 65% of the revenue generated and the city receives 35 %. The contractor sets the cost of the class based on the market value of their service and what the instructor needs to make for their time. The second revenue generator would be offerings staffed by city employees. The city has two such programs. They are summer day camp and aquatics. The third is through sports leagues and the skate park. Currently, one instructor offers a discount for seniors 62 years and older for his Tai Chi Ch'uan class. The class runs for 10 weeks, two hours each class. The cost is $42 for the senior rate and $67 for all others. We offer an "Over 50" fitness class for 9 weeks, one hour each class for $59.00. Our other offerings specifically geared for seniors include the °55 Alive" mature drivers class for $10, a donation only daily nutrition program which the general fund provides at $25,000 annually, participation in a transportation program for $13,000 annually and no cost use of the Senior Center on Tuesdays at the Mary Wilson Library. Contract instructors have been contacted regarding their interest in providing a senior discount program. To date we have no new offers. The cost of a swim pass at the Seal Beach Community Pool at McGaugh has just been raised 25% as a result of the tripling of utility costs. A senior reduction would return the fee to the former rate. As we do not ask our users their ages, we have no way of accurately predicting how a senior rate decrease might impact the revenue estimate. We anticipate, however, that there are few seniors over the age of 62 utilizing the pool for lap swimming. Agenda Item F FISCAL IMPACT: A 25% senior discount will decrease the anticipated revenue off set from the general fund subsidy. No direct costs will be effected. That City Council continues to allow the Parks and Recreation Director to discount senior rates when possible. Receive and File. Agenda Item
