SUBJECT: Change of Street Name — Seal Beach Boulevard between
Electric Avenue and Pacific Coast Highway
SUMMARY OF REOUEST:
Adopt Resolution No. changing the name of that portion of Seal Beach
Boulevard between Electric Avenue and Pacific Coast Highway to Bay Avenue.
At the June 25, 2001 City Council meeting staff was requested to prepare a report
regarding the changing of the name of the segment of Seal Beach Boulevard between
Electric Avenue and Pacific Coast Highway to Ocean Avenue. California Government
Code §§ 34091.1 and 34092 indicates that this action can be accomplished upon the
adoption of a resolution by the City Council and the forwarding of said resolution to the
County Board of Supervisors. (Refer to Attachment 3 for a copy of California
Government Code §§ 34091.1 and 34092)
If the Council were to consider changing the name to "Ocean Avenue", the street
numbers of the subject properties would also need to be changed, as there is already a
200 and 300 block on Ocean Avenue. If the City Council determines to proceed with a
name change, it is the recommendation of staff that the City Council not change the street
numbers. The City Council could consider changing the street name to Bay Avenue, as
this would not require renumbering of the existing businesses and residences. Bay
Boulevard was the original name of this street portion, and the staff suggested name
change would restore an historical name to the area.
Staff has prepared the appropriate resolution for consideration of the City Council.
(Refer to Attachment 1) Upon adoption by the City Council, the necessary actions will
be taken by staff to implement the name change.

Issue for Citv Council Consideration
In changing a street name several actions will be required of the impacted residences and
businesses, and the City should consider those impacts prior to finalizing any action.
Among the impacts to be considered are:
• Printing new letterhead, business cards and other related business documents of the
impacted business establishments. Informing unknown numbers of business clients
as to the change in street name.
• Informing Post Office of street name change. Filing change of address forms for
receipt of mail by impacted residents and business locations.
• Installing new street signs.
As a public hearing is not required by provisions of law or the Charter, Staff has
distributed a notice to all occupants and to the impacted property owners of the proposed
change in street name. The City Council ran receive comments on the proposed name
change prior to taking any action on the proposed resolution.
If the Council determines to change the name of the subject roadway segment, staff is
recommending adoption of the appropriate resolution, with an effective date for the name
change of January 1, 2002, in order to lessen impacts to the impacted residences and
businesses.

In response to the notice provided to property owners and occupants, written comments
have been received in opposition to the proposed name change from the following
parties:
• Walt Miller, property owner of 229 Seal Beach Boulevard
• Richard Grossgold, property owner of 239 -241 Seal Beach Boulevard
In addition, staff has had telephone conversations with the following parties, also
opposed to the proposed name change:

Provided for the information of the City Council as Attachment 2 is a copy of the public
notice provided by stab; the written comments indicated above, and a staff summary of
comments received over the telephone. It is anticipated that additional comment letters
will be provided to the City Council on July 9.

AVENUE
BE IT RESOLVED by the City Council of the City of Seal Beach as follows:
Section 1. Pursuant to Government Code Section 34091.1 of the Government Code of
the State of Calif tmia, the name of the segment of Seal Beach Boulevard
between Electric Avenue and Pacific Coast Highway shall be changed to
Bay Avenue.
Section 2 The effective date of said change in name of the segment of Seal Beach
Boulevard between Electric Avenue and Pacific Coast Highway to Bay
Avenue shall be January 1, 2002.
Section 3. The City Clerk is hereby instructed to forward a copy of this resolution to the
Board of Supervisors, County of Orange, and to file a certified copy of this
resolution with the County Recorder, County of Orange.

January 1, 2002 to allow residents and business operators sufficient time to prepare for the
change in street name.
The City Council will receive public comments on the proposal prior to taking . any action. If you

Opposed to name change — costs involved in reprinting business materials; informing
all business contacts and clients of name change; street is an extension of SBB and
name should not be changed to cater to potential residents if the zoning is changed.
2. Richard Crrossgold — Property owner of 239 -241 Seal Beach Boulevard
Opposed to name change — leases building to a travel agency and accountant; costs
involved in informing business clients and all travel pmvideis, i.e., cruise lines,
airlines, hotels, etc. would be prohibitive. Changing name and resultant loss of
exposure of freeway signage at Seal Beach Boulevard/I -405 Freeway is detrimental.
If the Council determines to proceed, this matter should be continued to allow
additional time for impacted parties to respond, preferably after the end of summer. -

§ 34091.1. Adoption or change of street names: resolution
Whenever the legislative body finds that a name should be adopted and applied to
any city street, or that the existing name of any city street should be changed, the
legislative body may adopt a resolution designating a name for, or change the name of,
such street.
(Added by Stats. 1957, c. 686, p. 1879 § 1.)
§ 34092. Adoption or change of name or number of street or place; duty of city
clerk
Whenever the name of any street, boulevard, park, or place is adopted, established
or changed, or any house numbers have been changed on any street, boulevard, park or
place, by any city or other authority, the city clerk shall promptly forward a copy of the
resolution, order, or other instrument providing for such new name or change of name or
house number to the board of supervisors of the county within which such city is situated.

I am the owner of the commercial office property at 239 & 241 Seal Beach Blvd.
Besides the obvious reasons of the expense and inconvenience to the businesses along Seal Beach
Blvd. The following is a list of other reasons why I am strongly opposed to changing the name of
Sea) Beach Blvd.
1. Seal Beach Blvd. has excellent name recognition from the Freeway. Everyone who drives the
freeway is aware of the existence of Seal Beach Blvd.
2. It will take several years before Thomas Guide, Automobile Club and other mapping companies
reflect the name change.
3. One example of a monumental inconvenience to the Beach Side Travel Agency, will be that they
will have to file documents for a new certification. Then they will have to inform every Airline,
every Cruise company, every Tour company and any one else they do business with, that there
address has been changed.
4. The U.S. Post Office will only forward "Address Changes" for one year. After that, the mail is
returned to the sender.
5. There is a great advantage to the sellers of new houses along Seal Beach Blvd to advertise an
address of "Ocean Ave ". However, this is a gross misrepresentation by the builders and the City
of Seal Beach, since these new houses are not on the ocean.
6. In addition to changing the street name, we will also be assigned a new street number, since
Ocean Avenue already has "100 ", "200" & "300" block addresses.
7. This action is being taken without adequate notice. This is being done during a Holiday week,
and many of the impacted business owners are out of town, and will not be able to express their
feelings on this matter. Walter Miller, Jonathan Grossgold and Stephen Bruce (Accountant) are
out of town this week, and there are probably others.
8. The "Yellow Pages" have already been contracted for and fixed for next year. It wont be until
year 2003 that the street name change will appear.
Therefore, I strongly urge that you vote to deny this proposal. It is definitely not to the benefit of all
the office occupants at 239 & 241 Seal Beach Blvd.

Old Town are not familiar with our street numbering system.

Electric, start with 100. If Seal Beach Boulevard were to
be changed to Ocean Avenue, my address would become 231
Ocean Avenue, which is also a residence now existing

and trying to pre -sell new homes on Seal Beach Boulevard,
are not getting any takers. If you must accommodate them by
some prearranged agreement, then why don't you rename our
street by its original name, Bay Boulevard? After all,
most of us have view of Anaheim Bay across the street.
We both win. The developers get a "true" name, and those
of us who want to bring back the street to its mixed status
of the old days get our vision validated.

Honorable Members of the City Council:
The present population of the sub3ect street consists of:
55 single family low income apartments in
B apartment buildings
9 owner - operator businesses
1 single family low income rental residence
2 parcels awaiting mixed use development (229 and 235)
1 parcel awaiting single family residence development ( Musso)
The 9 owner - operator businesses benefit by keeping the boulevard name
as the second rincipal business street in Old Town.
The out -of -town visitors entering Old Town benefit by following the
same named boulevard that they followed from the 405 freeway. They
will be confused by a name change to a residential street and not know
where to enter.
The 2 parcels awaiting mixed use development benefit by keeping the
boulevard name as the secontl principal business street in Old Town.
The apartment owners of the low income apartments are not effected.
The developers looking for pre -sale single family residents on the
Musso property may benefit it the street were no longer identified as a
boulevard, but as a residential street.
I would ask that the City Counc, l tell the public the reason they want
to change the name at this time rather than wait to see if the street
stays mixed use, commercial /residential. live /work, or reverts to single
family R -1 residential.
If the reason =s to borefit ¢he developers of the Musso property's
eight planned single family residences, then the City Council must make
that disclosure. My ARGUMENTS dated June 30, 2001 (copy enclosed), and
mailed to Joanne M. Yet, are also incorporated into this letter.
I also believe a name change should be left to the vote of the business
people on Seal Beach Boulevard who may be effected by the change. None
of the members of the City Council have property nor businesses on Seal
Beach Boulevard.

Honorable Mayor Bill Doane and Members of the Council;
I am owner of Body Design, a personal fitness studio located at 241 Seal Beach Blvd.
This letter is in protest to the proposed name change of Seal Beach Blvd. to Bay Ave. from Pacific Coast
Highway to Electric Ave. for the following reasons:
1. I chose to locate my business to my current location 8 years age because of the high visibility of my sig-
nage on the true gateway into the beach community and the name recognition of Seal Beach Blvd. in giv-
ing directions both from the 405 freeway and Pacific Coast Highway.
2. After 8 years in this location it is easy for even former clients to locate us from the telephone book, or
driving through the gateway to Seal Beach along the Boulevard. If the name is changed as proposed, in
January 2002 all white page and yellow page ads will be obsolete for at least 9 months.
3. It will be a great expense to change all of our printed material to reflect this change.
4. As there is currently no Bay Ave. in existence in the city, how long will it take for all maps, Thomas
Guides, computer navigating systems, etc., to catch up to the change?
For the above reasons as well as many others to numerous to mention, it appears that this street proposal
was not well thought out. The council bas in the past been accused of not treating business in this town
with any respect or thought for what business can provide in return for our city. I beg the council to please
do so tonight and vote no on this frivolous proposal, which has so obviously been poorly thought out, the
original name change having had to be changed already from Ocean Ave. to Bay Ave, the least of the is-
sues being duplicate addresses. In the future the council would be better served with a more thought out
proposal than this ridiculous proposal currently on the agenda.

To whom it may concern
In regards to the proposed street name change to Seal Beach Boulevard the following
problems will be posed to Beachside Travel and the agents therein:
Beachside Travel will have to re -apply to the Airlines Reporting Corporation as if we were
voluntarily moving our office. This in itself is a major undertaking, as each and every
airline will have to be notified and re- certification may be required.
We will then have to notify every Tour Operator, Cruise Line, Car Rental Agency, Hotel
and Hotel Chain worldwide, as well as other companies that we do business with. Each
and every one of these organizations have computer records that will have to be updated
before we can do business with them. Next we will have to notify each and every one of
our clients.
Our California Sellers of Travel license is registered to our current address and in order to
change the address we will have to go through bonding procedures once again, as well as
get approval from the State.
We will have to re- negotiate with our Computer Reservation provider, so that our records
and those of our clients can properly be maintained.
The time and labor involved in the above process is immeasurable and astronomical.
These changes are above and beyond the normal business's challenge of notifying Utility
companies, changing stationary, business cards, etc.
Please take into consideration the extremely difficult position that you will put our
business into should you decide to change our address, thus effectively moving our
business.

I would like to add my voice to the opposition of the proposal to change the name of Seal Beach
Blvd. In addition to the points raised in the letter authored by my father, Richard Grossgold, dated
July 2, 2001, 1 would like to add these points:
1) Seeing human nature as it is, changing the name of Seal Beach Blvd. at PCH will
contribute to confusion, as people will assume the street they are traveling on will
continue to have the same name within the same city. Just like the confusion that is
caused when trying to get to Hermosa Beach, and the name of the street you are
traveling on changes from Artesia Blvd. to Gould Ave., at PCH. Unless you have primary
knowledge of the name change, you may miss your turn a few times until you realize the
name of the street changes.
2) A couple of years ago, there was a big brohaha about 1 P Street being the 'Gateway to
Seal Beach'. I didn't participate in the discussion then, because I always knew the true
"Gateway to Seal Beach" must be the road that bears its name... Seal Beach Blvd. Seal
Beach Blvd is the mad that is accessed by the 405 freeway, as well as the first street you
we as you enter Seal Beach from the south on PCH. I can't see how any other street
COULD be considered the "Gateway to Seal Beach'.
3) The `Period of Notice" for this meeting was woefully too short. There are a number of
other business owners on Seal Beach Blvd that are not able to attend this meeting due to
lack of notice:
• Stephen Bruce, Bruce Tax and Financial, 239-A Seal Beach Blvd,
• Patty Shackaroff, Beachside Travel, 239-6 Seal Beach Blvd,
and
. James Saunders, Copier Rentals, 215 Seal Beach Blvd
I'm sure they all would like to express their opposition to the name change due to the
