Bahorski, City Manager FROM: Lee Whittenberg, Director of Development Services SUBJECT: AUTHORIZATION TO DISTRIBUTE REQUEST FOR QUALIFICATIONS - ENVIRONMENTAL IMPACT ANALYSIS CONSULTANTS SUMMARY OF REOUEST: Authorize staff to distribute the 'Request for Qualifications — Environmental Impact Analysis Consultants" and initiate a consultant interview process to select a primary EIR consultant and an alternate. TX91 X4 If To] In 1997 the City entered into contracts with P &D Technologies and Culbertson, Adams & Associates to provide environmental assessment and document preparation services to the City. Those agreements were for three years and have now expired. It is again necessary to institute a process to select professional consultants to provide necessary technical assistance to the City in assessing the potential environmental impacts of development applications upon the City. Staff has prepared a 'Request for Statement of Qualifications for Environmental Impact Analysis Consultant Services" (RFQ), and is requesting authorization to release the Request. A City Council sub - committee of two (2) members, along with two members of the Planning Commission and the Environmental Quality Control Board, is proposed to interview the responding firms, and to make a recommendation to the full council as to the primary EIR consultant and an alternate. Upon City Council approval of the selected toms, all appropriate contracts will be entered into by the City Manager. The rums will then be utilized in accordance with the City Council determined basis for a four (4) year time period as projects come before the City which require environmental impact analysis. The City of Seal Beach intends to select no more than three (3) environmental impact analysis consulting fines, or a primary and secondary firm, in the Los Angeles/Orange County area to prepare environmental impact reports and related technical studies on an as- needed basis, including Initial Studies and Negative Declarations. After evaluating the Statements of Qualifications received, the City intends to enter into agreements with selected consulting firms to perform the services identified on the attached Request for Qualifications for a period not to exceed four (4) years. The attached Request for Qualifications (Attachment t) request that statements be submitted to the Department of Development Services, City of Seal Beach, 211 Eighth Street, Seal Beach, CA 90740, no later than 6:00 p.m. on July 9, 2001. LATE SUBNUSSIONS WILL NOT BE ACCEPTED. Eight (8) bound copies and one (1) unbound copy of your statement are required. Statements are to be submitted in a sealed envelope clearly identified as `Statement of Qualifications, Environmental Impact Analysis Consultant Services. Each statement shall address completely each and every item as set forth in the attached "Request for Statement of Qualifications for Environmental Impact Analysis Consultant Services ", including the attached `Summary Fonn — Environmental Impact Consultant'. Any and all exceptions to the original specifications must be clearly stated; and the failure to set forth any exception shall be grounds for rejection of your statement. All supportive pamphlets and brochures (8 copies) are to accompany your submittal. We appreciate your interest in providing the requested services to the City of Seal Beach. Consultant Request for Qual fuadow City Council Staf%Report June 25, 2001 REQUEST FOR STATEMENT OF QUALIFICATIONS FOR ENVIRONMENTAL IMPACT ANALYSIS CONSULTANT SERVICES Sealed Statements will be received at Department of Development Services until July 9, 2001, no later than 6:00 p.m. The City of Seal Beach is seeking Statements of Qualifications from professional individuals and/or firms experienced with the preparation of Environmental Impact Reports and related technical studies, including preparation of Initial Studies, Negative Declarations, and Mitigation Monitoring Programs. From these statements, the City may retain one or more individuals or firms to provide services on a continuing basis as appropriate projects are presented. SCOPE OF SERVICES pRPF� Preparation of Environmental Impact Reports and related technical studies, including preparation of Initial Studies, Negative Declarations, and Mitigation Monitoring Programs, to include: 1. Project Management. This includes management and supervision of appropriate staff and sub - consultants; consultation and coordination of project proposals and other project analysis documents among local and state agencies; coordination with the City's project team; and, ensuring that the requirements of the project contract provisions are met. 2. Technical evaluation of environmental impact analysis issues, including management of necessary sub - consultants. 3. Preparation of required reports and studies which can be considered in conjunction with any appropriate project analysis documents, including environmental documentation, e.g., Negative Declaration, Mitigated Negative Declaration, or Environmental Impact Report. 4. Participation atcommunity meetings and public hearings, as determined appropriate. A specific scope of work will be determined for each particular project to be analyzed. At a minimum, it would be expected each environmental impact analysis will evaluate the areas of concern as identified pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines, and the City of Seal Beach Local CEQA Guidelines. A description of the consultant firm, organizational structure, location of principal office, number of professional personnel and other pertinent information including the names and experience of principals and staff members who will be involved in work for the City. 2. Range of environmental impact analysis services available to be provided. 3. Related project experience and city references, including contact person and telephone number. Experience shall be directly related to the environmental impact analysis issues related to the Southern California region, e.g., SaTram to San Diego area within the past five (5) years. Dp A 4. The name of the principal or project manager of the firm who may have direct and continued responsibility for the projects. This person would be the City staff contact on all matters dealing with the projects and will handle the day -to -day activities. An experience and project resume of this individual shall be included. 5. The names of any outside consultants or sub - contractors to be utilized, along with an experience and project resume. 6. Cli ent hourly billing rates/fees and the time period for which said fees or rates are in effect. 7. Information regarding potential conflicts of interest that might limit the projects on which your frmt could work. 8. Interviews with those consultants who best meet the City's needs and standards will be required. The City reserves the right to reject all statements presented, and nothing herein shall be construed to bind the City to the selection of any particular consultant, group or number of consultants, or to contract for services for any particular period Selection criteria will include, but not necessarily be limited to the following: 1. Demonstrated ability to prepare professional, accurate, and timely finished products irrespective of unusual or difficult circumstances. 2. Reasonable fees and hourly rates in relationship to the scope of services. 3. Satisfactory experience and performance on municipal projects. FEES Payment will be negotiated on a project -by- project basis.
