Interim Director of Public Works/City Engineer California Coastal Conservancy Agreement SUMMARY OF REQUEST: The proposed action will adopt a resolution authorizing the City Manager to execute a grant funding agreement with the California Coastal Conservancy for funding of the planning, environmental and design of a debris boom on the San Gabriel River. BACKGROUND: The City was successful in securing funding within the FY 1999/2000 State budget in the amount of $450,000 to improve beach and ocean water quality. Of the amount, $150,000 was dedicated for a comprehensive study to look at the San Gabriel River watershed and develop strategies for combating water pollution at the sources along with a Master Plan for the City's ongoing water quality improvement program. The report is at 95% completion and a meeting will be scheduled with the Citizens Oversight Committee for its review in July. The remaining amount, $300,000, was allocated for a debris boom on the San Gabriel River. Just recently, the City was recently notified that all allocated money would be lost if not encumbered by the end of the fiscal year because of the State's financial crisis. The Coastal Conservancy can only fund for the design, planning, and environmental processing and permits necessary for the boom due to the limited time and process constraints for encumbering the money. Upon receipt of the funding, the City will negotiate a contract with Moffat Nichol Engineers for the planning, environmental and design. The Coastal Conservancy plans to bring this item to their board on June 26, 2001. On June 27, 2001, the City is meeting with the City of Long Beach, Los Angeles County Flood Control, and Orange County PFRD concerning the debris/trash in the channel that winds up at our beaches. It is Staffs intention to encourage other agencies to participate in the project. FISCAL IMPACT: Agenda Item '1 ��1 Execution of the agreement will permit the funding of professional and appurtenant services required to complete the planning, environmental and design of a debris boom. RECOMMENDATION: It is recommended that City Council adopt a resolution authorizing the City Manager to execute a grant funding agreement with the California Coastal Conservancy for funding of the planning environmental and design of the debris boom.
