LAMPSON AVE. REHABILITATION (SEAL BEACH
BLVD. TO CANDLEBERRY AVENUE) PROJECT NO.
50010
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications, and
authorize Staff to initiate the bidding process so that a contract may be awarded for the
pavement rehabilitation of Lampson Ave. from Seal Beach Blvd. to Candleberry Ave.
BACKGROUND:
As part of the Federal Arterial Highway Restoration Program, the City competed for and
won federal funding through OCTA to pave the portion of Lampson Avenue from Seal
Beach Boulevard to Candleberry Avenue. The City has submitted authorization to
proceed to Caltrans to advertise and construct. WG Zimmerman Engineering has
completed plans and specifications.
It is important that these funds be obligated prior to the end of the fiscal year. Failure to
award a project and obligate funds would forfeit the federal money back to the state for
its use. Total project costs are estimated at $660,000. Upon the successful bidding
process and award of a contract, the project should be completed by August.
The work will consist of grinding the existing pavement and then placing a 2" overlay of
rubberized asphalt. There will be some minor curb, gutter, and median curb removed and
reconstructed.
FISCAL IMPACT:
Funds are currently available within the City's Capital Improvement program budget to
construct these improvements under project numbers 50010. The City's contribution will
be 50 %, using Measure M Local Tumback and Gas Tax as its match, while the Federal

contribution will be 50 %. The Finance department will invoice Caltrans as the project
progresses to receive the federal funding.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications, authorize
staff to initiate the public contract bidding process.
