City Engin SUBJECT: AWARD BID FOR ANNUAL PAVING REHABILITATION FY 2000/2001, PROJECT 49673 SUMMARY OF REOUEST: The proposed action will award a contract for the rehabilitation of various streets to the lowest responsible bidder, RJ Noble Co., in the amount of $227,963.17 and authorize the City Manager to execute same. BACKGROUND: The proposed project will rehabilitate the pavement at the following streets: A'L/Wrjo • Carnation Circle (psrer to End) • Daffodil Circl "to End) • Iris Circle (Aster t End) • Dahlia Circle ( "to End) • Clover Circle (A a 10 End) • Coastline Drive (Balboa to End) The work will consist of grinding the edges of pavement adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. The plans and specifications were completed in a team effort by Staff and our construction managers, CRSS /Sverdrup. Bids were received and opened by the City Clerk on May 22, 2001 as listed below RJNoble $227,963.17 Sully Miller $237,136.50 Industrial Paving $237,616.50 Palp, Inc. /Excel $246,185.50 Sequel Contractors $247,621.50 Agenda Item G , All American Asphalt $251, 613.84 The low bidder is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. Streets to be resurfaced are identified in yearly updates to the Pavement Management Program. The anticipated FY 01/02 program, upon Council approval of the overall CIP during the budget process, would be the cul de sacs of Fern, Goldenrod, Heather, and Jasmin along with some repairs to previous rubber overlays that are separating from the pavement. This priority is based upon the condition of the streets and the amount of tmffic/madway classification that it receives. The next highest rated residential street would be College Park Drive and this would be programmed for FY 02/03. Staff is working on refining the entire pavement management system and will bring a separate report to council. FISCAL IMPACT: Funds are available in the City's Capital Improvement Program and from the proceeds of AB 2928 totaling $295,000. Construction management and inspection is estimated at $20,000. Any additional funds will be used as project contingency if it is necessary to make additional repairs and/or reconstruction. Any remaining funds would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council I. Award the construction contract for the Annual Paving Rehabilitation FY 2000/2001, Project 49673 to RJ Noble in the amount of $227,963.17.
