Roberts, City Clerk SUBJECT: ESTABLISHMENT OF A SEAL BEACH CITIZEN - COUNCIL FIRE SERVICES ADVISORY AD HOC COMMITTEE SUMMARY OF REQUEST: That the City Council adopt Resolution No. 6764 establishing a Seal Beach Citizen - Council Fire Services Advisory Ad Hoc Committee. BACKGROUND AND ANALYSIS: At its meeting of August 14, 2017, Mayor Massa -Lavitt directed staff to prepare a staff report recommending the establishment of a Citizen - Council Fire Services Advisory Ad Hoc Committee to analyze the options for funding current and/or alternative fire and emergency services for the City of Seal Beach. Since 1995, the City of Seal Beach has been a member of the Orange County Fire Authority (Authority), a joint powers authority (JPA) formed pursuant to a Joint Powers Agreement, as amended and adopted by the member public entities in accordance with California Government Code Section 6500 et seq. Pursuant to the terms of the Agreement, should the City desire to withdraw from its membership in the JPA, the earliest withdrawal date is June 30, 2020, and requires written notice to the Clerk of the Authority regarding the intent to terminate by July 1, 2018. The City Council formed the Fire Services Subcommittee comprised of Mayor Massa -Lavitt and Council Member Deaton. The Subcommittee met with staff on August 1, 2017 and the outcome of their discussion is Mayor Massa - Lavitt's request that the City Council form a Citizen - Council Fire Services Advisory Ad Hoc Committee (Committee). The purpose and goal of the Committee is to review, analyze and recommend funding options for the current and /or alternative fire and emergency services. The Committee shall include one member appointed per district with an emphasis on the appointed member being knowledgeable in the delivery of fire Agenda Item B and emergency services requirements. The City Manager or her designee shall serve as the staff liaison for the committee. The Fire Services Subcommittee shall also serve as members of the Committee. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved as to form. FINANCIAL IMPACT: There is no financial impact related to this item. RECOMMENDATION: That the City Council adopt Resolution No. 6764: 1. Establishing the Seal Beach Citizen - Council Fire Services Advisory Ad Hoc Committee, to be comprised of citizens representing all five (5) voting Districts with knowledge, education or experience in the delivery of fire and emergency medical services; 2. Providing that the City Council shall appoint one (1) resident from each District, and that the Fire Services Subcommittee shall also serve as members of the Committee; 3. Directing that the City Manager or her designee shall provide staff support to the Committee, and that Committee meetings shall be called as necessary; and 4. Directing the City Clerk to post the notice of vacancy for the Committee in order to obtain applications to be submitted to each District representative for consideration. Resolution No. 6764 Page 2 RESOLUTION NUMBER 6764 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ESTABLISHING A CITIZEN - COUNCIL FIRE SERVICES ADVISORY AD HOC COMMITTEE WHEREAS, since 1995, the City of Seal Beach has been a member City of the Orange County Fire Authority (Authority), a joint powers authority formed in accordance with California Government Code Section 6500 et seq., pursuant to the Joint Powers Agreement, as amended, (Agreement); and, WHEREAS, pursuant to the Agreement, the City of Seal Beach receives Fire and Emergency Medical Services from the Authority as a cash contract member City; and, WHEREAS, pursuant to the terms of the Agreement, should the City desire to withdraw from its JPA membership in the Authority, the earliest withdrawal date is June 30, 2020, and requires written notice by July 1, 2018 to the Clerk of the Authority regarding the City's intent to withdraw; and, WHEREAS, at its meeting of August 14, 2017, Mayor Massa -Lavitt directed staff to prepare a staff report recommending the establishment of a Citizen - Council Fire Services Advisory Ad Hoc Committee to analyze the options for funding current and /or alternative fire and emergency services for the City of Seal Beach. NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE: Section 1. The City Council agrees with the recommendation of the Fire Services Subcommittee and desires to form the Citizen - Council Fire Services Advisory Ad Hoc Committee. Section 2. The Citizen - Council Fire Services Advisory Ad Hoc Committee (Committee) is hereby established, and shall be comprised of citizens representing all five (5) voting Districts with knowledge, education or experience in the delivery of fire and emergency medical services. The City Council shall appoint one (1) resident from each District. The Fire Services Subcommittee shall also serve as members of the Committee. Section 3. The purpose and goal of the Committee is to review, analyze and recommend funding options for the current and /or alternative fire and emergency services. Section 4. The City Manager or her designee shall provide staff support to the Committee, and meetings of the Committee shall be called as deemed necessary. Resolution Number 6764 Section 5. The City Clerk shall post the notice of vacancy for the Committee. Applications received will be provided to each District representative for consideration.
