OPERATIONS PLAN (EOP)
SUMMARY OF REQUEST:
That the City Council adopts Resolution No. 6764:

1. Adopting the September 2017 City of Seal Beach Emergency Operations
Plan (EOP), and;
2. Authorizing the City Manager to submit the EOP to the State of California
Office of Emergency Services by December 31, 2017.
BACKGROUND AND ANALYSIS:
This Emergency Operations Plan (EOP) addresses the City's planned response
to emergency /disaster situations associated with natural disasters, technological
incidents, and national security emergencies. The operational concepts reflected
in this plan focus on large -scale events. The EOP also addresses Continuity of
Government and the Emergency Operations Center (EOC). The City of Seal
Beach Emergency Operations Plan was last updated in 2008.
The EOP is a preparedness document — designed to be read, understood, and
exercised prior to an emergency /disaster. The plan incorporates the concepts
and principles of the California Standardized Emergency Management System
(SEMS), National Incident Management System (NIMS), and the Incident
Command System (ICS) into the emergency operations of the City of Seal
Beach. This plan is flexible enough to use in all emergencies and will facilitate
response and short-term recovery activities.
The City of Seal Beach EOP describes the method of requesting mutual aid
resources from the County, State, and Federal Governments when needed. One
of the eligibility requirements for Federal funding of Emergency Services staff
positions is submittal of the City of Seal Beach EOP to the State of California
Office of Emergency Services (OES) by December 31, 2017. The attached
Agenda Item F
resolution also authorizes the City Manager to submit the EOP to the OES by
that deadline.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FISCAL IMPACT:
There will be a cost associated with printing copies of the EOP upon adoption,
which will be drawn from account # 001 - 021 - 40800. No additional funds will be
required for this action.
RECOMMENDATION:
That the City Council adopts Resolution No. 6764:
1. Adopting the September 2017 City of Seal Beach Emergency Operations
Plan (EOP), and;
2. Authorizing the City Manager to submit the EOP to the State of California
Office of Emergency Services by December 31, 2017.

AND LETTER OF PROMULGATION
A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ADOPTING THE CITY OF SEAL BEACH EMERGENCY
OPERATIONS PLAN (EOP) AND AUTHORIZING SUBMITTAL OF
THE SEAL BEACH EOP TO THE STATE OF CALIFORNIA
OFFICE OF EMERGENCY SERVICES BY DECEMBER 31, 2017
WHEREAS, the City of Seal Beach Emergency Operations Plan (EOP) meets all
federal and state criteria as described in the Federal Emergency Management
Agency (FEMA) National Incident Management System (NIMS) and
Standardized Emergency Management System (SEMS) developed by the State
Office of Emergency Services (OES); and
WHEREAS, the City of Seal Beach EOP describes how the City of Seal Beach
will manage and respond to major emergency incidents, including a system of
organization consisting of clear designations of distinct functions which must be
conducted during a disaster; assignment of each distinct function, which must be
conducted during a disaster; assignment of each distinct function to City
departments; and guidelines for performance of the distinct functions by the
departments; and
WHEREAS, the City of Seal Beach EOP describes the method of requesting
mutual aid resources from the County, State, and Federal Governments when
needed;and
WHEREAS, one of the eligibility requirements for Federal funding of Emergency
Services staff positions is submittal of the City of Seal Beach EOP to the State of
California OES by December 31, 2017; and
WHEREAS, the City of Seal Beach EOP has been prepared in coordination with
input from each City department and the Police Department and coordinated by
the Assistant City Manager, and reviewed and approved by all City department
heads.
NOW, THEREFORE, BE IT RESOLVED, THE CITY COUNCIL OF THE CITY
OF SEAL BEACH DOES HEREBY RESOLVE:
Section 1. The City Council of the City of Seal Beach hereby approves and
adopts the Seal Beach EOP dated September 11, 2017, and directs that three or
more copies of said EOP be maintained on file in the office of the City Clerk.
Section 2. The City Council hereby authorizes the City Manager to submit the
City of Seal Beach EOP to the State of California Office of Emergency Services
by December 31, 2017.

Section 3. The City Clerk shall certify to the passage and adoption of this
resolution.

regular meeting held on the 11th day of September, 2017 by the following vote:
