Paper - LA Fitness Health Club Draft Environmental Impact Report Weekday Trip Estimates, dated May 29, 2017 Dear Mayor Massa - Lavitt and Council Members Deaton, Moore, Sustarsic, & Varipapa, This letter seeks to highlight concerns that many long -time residents of your city still have with regard to the LA Fitness EIR. We are convinced that the Planning Commission should not have certified the EIR, for all of the reasons set forth in the extended testimony of the citizens of Seal Beach and Rossmoor, including members of the Coalition Against LA Fitness, and letters submitted by a variety of individuals and agencies, including Supervisor Steel. Both the written materials, and the oral testimony (all of which are in the record) show that there is not substantial evidence to support the conclusions of the EIR that the project would not result in any significant adverse impacts. Among the evidence presented (and not rebutted by the Applicant) is that the daily trips would be 2 -3 times higher than the EIR projected, and as a result, the traffic, air quality and noise impacts are all understated. Thus, the City Council should grant the appeal and reject the certification of the EIR. For your convenience, we have attached five relevant presentations, as well as the full report of a trip study undertaken by community residents at the Garden Grove LA Fitness location. Spreadsheets 4/26/17, 5/3/17, including supplemental data (dated as shown), & resulting totals This paper describes a trip count effort undertaken in response to concerns about the low traffic impact assessment made by LSA on behalf of the Shops at Rossmoor in the Draft Environmental Impact Report of March, 2017 related to an application for Conditional Use Permit for a project to develop and install an LA Fitness health club on the Shops property, in the city of Seal Beach, California. isIn Summary The retained Traffic Consultant (LSA) concluded that there would be, at most, 1,219 trips per weekday. (This is based on the proposed 37,000 sq.ft. gross floor area and national estimates of health club traffic provided by the Institute of Transportation Engineers Trip Generation ITE TG), 9th edition.) However, our research (including the opinions of knowledgeable people, such as gym club attendees and long -time employees of gyms) suggests that this ITE - derived number understates the real impact. Given the significance of this figure, not only as the linchpin of the traffic analysis undertaken by LSA, but the noise analysis performed by Veneklasen Associates, Inc., and the Air Quality analysis undertaken by IMG, which all rely upon it, we performed a study to test the analysis. Specifically, we engaged volunteers to study the actual .i.mpacts at the nearest LA Fitness facility, in Garden Grove. Our actual counts recorded the equivalent of 2,953 and 3,050 trips on two days in April and May (we adjusted the actual numbers downward to reflect that the Seal Beach site is roughly loo smaller). These numbers - over 2.4 times as high - are in startling contrast to the applicant's figures. Since there is such a gross disparity between the LSA figure derived from the ITE TG and the equivalent counts derived from actual data, we submit that these findings cast serious doubt on the validity of the entire FIR. City Staff, the Planning Commission, and the Council should carefully consider whether to rely on the FIR without requiring substantially further analysis. L The Plan In order to "sanity check" the 1,218 figure, we obviously could not perform a count of the proposed project, so we sought a surrogate LA Fitness site to serve as a substitute. Preference was for a site with a minimum number of driveway entrances to be monitored, and a minimum of unrelated businesses directly adjacent to it so as to simplify the discrimination of vehicle trips. Sites in the cities of Downey, Long Beach, Fountain Valley and Garden Grove were considered based upon their proximity to the proposed site, or easy accessibility via freeway. Finally, the site on Valley View and Chapman streets (see map, attachment 1) in Garden Grove was selected due to its having only one directly adjacent business ( Walgreens), its known area, 41,000 sq. ft., and its proximity to the project. Automated equipment cannot discriminate between a driveway entry destined for the LA Fitness, versus one destined for Walgreens. Thus, volunteer observers were sought to visually separate the two, counting the former's combined arrivals and departures, since traffic analysis counts both legs of travel. Since the layout of the parking areas preclude a single observer from seeing all during the busiest times of the day, two observers were scheduled. At the volunteer's option, the largest combined parking area A & B was further subdivided into driveway 1 arrivals and departures vs all others. As a result, at times there were as many as three observers counting the arrivals and departures of their own respective areas. Before the count, all observers were provided with the map, a set of instructions (attachment 2), along with an example data collection sheet attachment 3), and blank collection sheets (attachment 4). Volunteers were encouraged to dry -run a session, or attend an orientation and Q &A period prior to their scheduled data collection session. Most sessions were two -hours in length, with a few exceptions including the starting and ending sessions which sought to gather pre- opening and post- closing trips. The chosen weekday day -of -week was arrived based primarily upon when the most volunteers would be available. A schedule (attachments 5) was distributed to each volunteer so they were aware of their shift on -site. The instructions detailed preferred observation locations. On the first date selected 4/26/17, it was soon discovered that arrivals to the overflow lot D behind the walgreens was used by LA Fitness customers much earlier than thought. This was corrected on the second date selected 5/3/17, to avoid the lost counts. J The count The record sheets collected arrivals with LA Fitness customers, as determined by customers leaving their cars, or parking in a location, e.g. lot B, where the only business to be accessed without visibly crossing the lot as a pedestrian, was the LA Fitness. Sheets were collected immediately following the recording, or were handed off to a count lead on a following day. Since some of the observers chose to use clickers, the resolution of the time recorded may have been coarser than the nearest minute, as these were off - loaded to the paper record every 10 to 20 minutes or so. As can be seen from the record sheets (attachments 6), some found it easier to use tally marks, where others preferred to use digits. Wherever possible, recording time(s) were used to avoid duplicate counts at shift change -over, since often the incoming observer occasionally positioned themselves to a slightly different position to begin, before the outgoing one concluded their count and would otherwise have resulted in overlap. Where there was a gap between records, the possibility of lost counts were presumed to be negligible. Prior to one session, 6:00 A.M., 4/26/17, a volunteer cancelled and could not be replaced in time. This resulted in the scheduled session being unobserved. Data from a dry -run on 4/24 for that time period was substituted. In addition, after count start, one shift observer reported that they were confused about the instructions, and were counting LA Fitness arrivals only, not arrivals and departures. Since the resulting count could not just be doubled due to the difference between arrivals and departures for any given shift, substitute data from a later day - 5/l/17 was collected and included in the totals. The totals Where data sheet columns were provided on observers' record sheet, these data were entered from top -down as a summing formula into an Excel spreadsheet (attachment 7) for the shift / observer. This process was repeated from the bottom -up and compared to detect any error. Then, a negative) adjustment was included if there was an overlap between the recorded timed counts of an ending session and the beginning of the next session. This resulted in an observer subtotal, and these were combined for a shift subtotal. The shift subtotals, then, were combined for a daily total. The data then were reviewed to observe trip activity trends over a day. This unexpectedly highlighted a few anomalously high counts which might have suggested errors in counting or recording. New data was collected for the 4 -6pm shift of 4/26, and the 6 -8am and 12 -2pm shifts of 5/3. The original data, as well as the new data (having smaller subtotals), and revised totals resulting are contained in the spreadsheets. If you have qualms after reading the material, or after your dry -run, give me a call and I'll remove you from the volunteer list. This might not be for everyone. 1. Garden Grove LA Fitness (LAF) location chosen as best of four sites due to locality, minimal obscuring landscaping, & bldg. size cited by LA Fitness. All sites examined, unfortuntely, have multiple driveway entrance /exits which pose a challenge for a single observer. See map for driveways 1, 2, 3, & 4. 2. To endure a two -hour observation period, try not to be over - hydrated. It helps to have a partner to allow for bathroom breaks without count loss. Not sure if LAF has public restrooms. Walgreens has restrooms, but its hours are 8AM to IOPM and a visit means getting the code from a store clerk. McDonalds to the south opposite side of Valley View. Believe it opens at 5 AM. 3. Objective is to obtain accurate count of trip ends, i.e. vehicle arrivals and departures where at least one vehicle occupant enters /exits the LAF building. Vehicle arrivals thru driveway 2 can be destined for lot F, when they are, they are seldom LA Fitness customers after 8 A.M., except when lot A gets fairly full. Depending on your observation location, you may have to step from your car to see where they go. 4. Motorcycles count same as cars, but pedestrians don't add to vehicle traffic. 5. You may find it hard to avoid getting distracted; goal is to concentrate on the vehicles, not the people. Being social creatures, it is natural to focus on the people, but easy to miss multiple trips when you're watching a great body, or a bizarre individual - you'll see all kinds here. 6. Especially in the early and late hours, the vehicle lights helps locate a vehicle at its chosen parking spot, but it is easy to mess up the count if you count it at its space. Some compulsive drivers do a perfectionistic back -up, re- enter of the space many times. While you're watching this drama, you'll miss another vehicle in your rear -view mirror, or at far driveway 1. 7. Single- observer counts may be facilitated b east at Walareens curb nook location 0, which the rear of the store. In either case, it always works best if you have a high - profile vehicle and are seated high enough to see over most parked vehicles, and have wide -view mirrors. Disadvantage of the single- observer count, is that it misses clients parking their vehicles in large parking area D, as you cannot distinguish a pedestrian LAF client walking thru the diagonal 4 from a motorist client walking to /from his car. This becomes more problematic after 8AM thru to the late hours of the evening. In addition to counting arrivals & departures thru driveways 1 & 2, It is important that observer 1 counts cars parking in lots A or B which arrive or depart thru the diagonal 4 between the buildings. 8. Dual- observer counts require coordination between observers. It can be done one of two ways. a. Without a walkie- talkie: If there is a second observer, then observer 1 does all as described in 7, above, except doesn't attempt to count arrivals /departures to /from lot C. The 2nd observer person takes location ©, on either side of the driveway, backed -in and facing north. This observer counts cars arriving /departing from lots C & D, who transition as pedestrians walking to LAF thru the diagonal A. If you don't have a high- profile vehicle, it may be necessary to step from the car to stand, to observe where the car goes, once it enters a driveway. Second observer does not count cars traversing the diagonal A, unless they actually park or leave from lots C or D as customers of LA Fitness. Note: lot D will see numerous people just eating lunch, or talking on the cell - phone, or even doing a drug deal. These cars are not to be counted. b. With a walkie- talkie: This changes roles considerably, because both observers 1 & 2 advise the other whenever there is a vehicle transitioning thru the diagonal L. Each informs the other on the type and color of the vehicle, and whether it is either "Gym departure," or "New arrival (all others).' The reason for this is the other observer then takes responsibility for taking the count when they either i), park in an LA Fitness lot as a customer (new arrival), or ii) exit thru either of the two driveways on that side. Each observer still takes responsibility for counting arrivals (from whatever source) who park in their lots (A & B), or (C & D), respectively, but only Gym departures thru their own respective driveways. Why? 1) This eliminates counts of pass -thru traffic (not parking at all), or counting twice someone who moves say, from lot B to lot D. 2) Keeps you more on the ball because you have to disposition all traffic, and your partner will know if vehicles are coming thru the diagonal without your advise on its status. 40 9. A key to making our claim that our count, if anything, underestimates the trip Attachment 2 count, rather than exaggerating it, is to have confidence that each vehicle counted does in fact count an LAF client trip, not a Walgreens customer trip, although it is possible that a driver visits both. We don't want to count the same LAF client car for more than 1 arrival, and 1 departure. 10. On recording the count, I found that using tally marks had issues. First, to mark a chit next to the last one, I had to keep looking down to line them up, which diverted my eyes longer than necessary. Also, if I made an error, erasing, or scratching out the entire old count to replace it with a correct tally took too much time. I resorted to a small mental count for bursts of arrivals / departures, wrote it down as a figure when there was a short lull in activity, then restarted counting. This method permits one to mark abbreviated time along with the count. This latter will prove important to arrive at the count totals, because we especially need to avoid duplicate sums at the beginning of one record session, with the final counts of the last. See example. 11. Shift- change is best dealt with by taking a nature break right before your session, then, when you are ready, you can walk up to prior observer to let them know you have arrived to take their place, then bring your car close to take their place as they vacate it.
