Bahorski, City Manager FROM: Dan Dorsey, Assistant to the City Manager SUBJECT: PUBLIC HEARING- REVISING THE FEE SCHEDULE FOR "RESIDENT" AND "GUEST" PARKING PERMITS SUMMARY OF REOUEST: Council to review the Agenda Report, conduct a Public Hearing and, if appropriate, adopt a resolution which revises the Comprehensive Fee Schedule for "Resident' and "Guest" parking permits. BACKGROUND: The ad -hoc Parking Management Committee forwarded a series of parking improvement recommendations to the City Council on May 14, 2001. One of these recommendations requested the City Council to consider revising the Comprehensive Fee Schedule for "Resident" and "Guest' parking permits because the City has not raised the rates since 1989. More specifically, the City has not recouped the escalating costs associated with inflation, parking enforcement and the purchase of permits during the past decade. The Committee recommended the following fee revisions: CURRENT FEE PROPOSED FEE "RESIDENT" PARKING PERMIT: $10.00 $20.00 "GUEST" PARKING PERMIT: $14.00 $20.00 FISCAL IMPACT: Adoption of the proposed fees would generate approximately $30,000 in new revenues on an annual basis. Most of this additional revenue would be off -set by the costs associated with the parking permit program. In addition, staff recognizes that fewer Resident parking permits will be sold and that the issuance of Guest parking permits will be restricted.
