Ingram, City Manager FROM: Steve Myrter P.E., Director of Public Works SUBJECT: PLANS AND SPECIFICATIONS FOR 2017 ANNUAL CONCRETE REPAIR PROGRAM PROJECT CIP NO. ST1704 SUMMARY OF REQUEST: That the City Council approve the plans and specifications for the 2017 Annual Concrete Repair Program Project CIP No. ST1704 and authorize the solicitation for bids. BACKGROUND AND ANALYSIS: On May 29, 2013, the City Council received and filed the 2012 Update to the Citywide Concrete Inspection Report (UCCIR). This document provides an overview of the current citywide sidewalk conditions and assists in prioritizing the repairs over a twelve year concrete repair program. The annual concrete repair program is based on an annual budget of $50,000. The 2017 Annual Concrete Repair Program, Project CIP No. ST1704 (Project) includes sidewalk repairs in year five of a twelve year program as identified in the UCCIR. In addition, the Project will include repairing driveways, curb, and gutters as necessary. This year, City staff established a pilot program in which Public Works staff performs sidewalk repairs for locations with minor concrete replacement. The remaining locations on the year five list will be awarded to a contractor. This pilot program reduces the cost for this Project by not having to pay construction overhead and aiming to stay within the approved budget, in addition to supplementing the program by providing professional development training to staff, both of which increases the efficiency of the program. The plans and specifications have been completed and approved by the Deputy Director of Public Works /City Engineer and staff is ready to solicit bids. Plans and specifications are available for review in the Public Works' office. Agenda Item F ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved this item. FINANCIAL IMPACT: In the approved FY 2016/17 Budget, State Gas Tax funds are budgeted for the Project in the amount of $50,000. RECOMMENDATION: That the City Council approve the plans and specifications for the 2017 Annual Concrete Repair Program Project CIP No. ST1704 and authorize the solicitation for bids.
