At this time members of the public may address the Council regarding any items
within the subject matter jurisdiction of the City Council. Pursuant to the Brown
Act, the Council cannot discuss or take action on any items not on the agenda
unless authorized by law. Matters not on the agenda may, at the Council's
discretion, be referred to the City Manager and placed on a future agenda.
Those members of the public wishing to speak are asked to come forward to the
microphone and state their name for the record. All speakers will be limited to a
period of 5 minutes. Any documents for review should be presented to the City
Clerk for distribution.

D. Monthly Investment Report — August 2017 — Receive and file.
E. Fiscal Year 2017 -18 Fleet Replacement - Adopt Resolution No. 6769:
Approving Budget Amendment No. 18 -03 -02 for $10,300; authorizing the
purchase of two replacement vehicles and equipment for the City's fleet at
a total of $126,573.91, in accordance with the breakdown set out in this
staff report, pursuant to Seal Beach Municipal Code Section 3.20.025(6);
authorizing the City Manager to approve purchase orders for the new
vehicles, equipment and payment of all State taxes and fees required for
delivery for vehicle and equipment purchases; authorizing the City
Manager to surplus existing vehicles and equipment upon the completion
of the new vehicle and equipment purchase and retrofitting; and
superseding and replacing Resolution No. 6766.
F. Adopt a Resolution listing the Projects Partially Funded by Senate
Bill 1: Road Repair and Accountability Act SB1 - Adopt Resolution No.
6770 listing the projects that are partially funded by Senate Bill 1 (SB1).

1. Adoption of Parking Authority Bylaws - Adopt Resolution No. 17 -01,
approving the Parking Authority's official By -laws.
2. Approval of Parking Authority Membership to the Seal Beach Public
Financing Authority and Execution of Amendment to Joint Exercise
of Powers Agreement - Adopt Resolution No. 17 -02, approving the
Parking Authority's membership to the Seal Beach Public Financing
Authority and the execution of an amendment to the related Joint Exercise
of Powers Agreement.
