HomeMy WebLinkAbout1 - Traffic Safety 911 Sept 2017Traffic Safety Rebecca Allie Rossmoor Center Way @ Rossmoor Park Condominiums Exit Gate Presented to Seal Beach City Council September 11, 2017 1 1 1 1 Summary Traffic study fails to adequately address safety impacts to Rossmoor Park Condo exit onto Rossmoor Center Way as required by CEQA We will show that the condo exit gate is already a hazard Adding the Fitness Center traffic will, with existing conditions, mandate right-turn-only exit of RPC residents, inflicting an undisclosed Significant Impact upon existing residents 2 1 1 2 Sprouts Pei Wei Fire Lane Loading Dock Panera Proposed Athletic Center Project Condos W S N E Condos 3 Jos A Bank Chicos Condos Carports Carports Project Driveway Internal Driveway Internal Driveway Rossmoor Center Way 12 Buildings Exit only Marshalls Loading Dock A B C X E F D INT 13 INT 15 1 1 3 4 Loading Dock on Rossmoor Center Way obstructing view of Condo residents on exit 1 1 4 5 Is it safe to turn ? 1 1 5 6 Orange Cones – To help make it look legal 1 1 6 7 Keeping the hood ornament lined up with the double yellow line while passing the truck 1 1 7 8 Is it safe to turn ? 1 1 8 Situation Condo residents must verify safe exit based upon traffic arriving from six (6) different locations It is only one of two Two-Way Stop Controlled (TWSC) intersections (as defined in the HCM) analyzed under the LA Fitness FEIR, and whose safety is totally dependent on the judgement of residents to find a safe traffic gap The ONLY intersection in the FEIR plagued with loading-dock traffic - stopped in violation of the public street posting With this latter issue, it is the ONLY intersection which has not received full disclosure of a pre-existing condition, as required by CEQA, by neither the FEIR, nor City Staff in its memo to the planning commission 9 1 1 9 Conclusion Exit onto Rossmoor Center Way from Rossmoor Park Condo via exit gate is already a hazard Addition of Fitness Center project traffic on RCW as proposed increases the hazard Existing Loading-Dock issue NOT disclosed by Responsible Agency as required under CEQA Request Council to uphold the appeal, reject P.C. resolution 17-15, and request staff to return EIR for research, revision to correct deficiencies, and resubmit for public review 10 1 1 10 11 1 1 11 Conclusion Exit onto Rossmoor Center Way from Rossmoor Park Condo via exit gate is already a hazard Addition of Fitness Center project traffic on RCW as proposed increases the hazard Existing Loading-Dock issue NOT disclosed by Responsible Agency as required under CEQA We respectfully request that you reject the certification of the EIR and deny the CUP request. At a minimum, we request that you direct staff to order a new EIR correcting the many deficiencies we have pointed out, including doing a proper traffic study, as urged by the County of Orange. 12 1 12 1
