Noise study predicated on faulty traffic assessment
DEIR states, page 4.3-9, “Using the LSA January, 2017 traffic study information the changes in dBA levels were calculated for potential future noise conditions…due to the proposed project…”
DEIR
Traffic study obtained weekday trip figure of 1,218 which has, from actual counts and other estimates, been shown unreasonably low
Traffic arriving via West Road, and Copa de Oro, and
Brimhall driveways were excluded from the Noise analysis (Table 4.3-5)

Noise study predicated on faulty traffic assessment
Based upon credible estimates and routing, West road, and Copa de Oro driveways are anticipated to see in excess of two dozen trips per hour, combined.
Actual noise measurement of 2015
Ducati motorcycle, driven at or below 25 mph on Shops at Rossmoor entry driveway opposite Copa De Oro, taken at 12400 Montecito Road property line, read 86 dBA
This exceeds Seal
Beach city noise limits SBMC 7.15.015

Impact of increased traffic noise NOT accounted for in DEIR (table 4.3-5)

Veneklasen used Bruel-Kjaer Predictor 11.0 model to determine residential impact (DEIR page 4.3-11)
DEIR reports that modeled horn blast produced only 47 dBA max. at adjacent residences
to the west
Actual noise measurement of stock 2005 Honda Civic horn blast, parked at project western edge, taken inside residence at 12300 Montecito Road, rear 2nd floor unit, read 81.5
dBA
Same issue exists all along west residential boundary 12300 – 12500 Montecito easily exceeding Seal Beach city noise limits SBMC 7.15.015
This intolerable situation would be repeated
with car false alarms, trunk and door slams, bouncing of basketballs multiple times day & night ! !
This affront would be in addition to existing loading dock noise ! !

nor 100’,… it is only a matter of inches thru the wall pictured above.
