Traffic Impact Study Guidelines and the FEIR Presented to Seal Beach City Council September 11, 2017 by Neighborhood Coalition 1 1 Summary LA Fitness Traffic Study Report, included in FEIR fails to meet Seal Beach Traffic Impact Study Guidelines (SBTISG), March 2010 Proposed project will create severe environmental hardship on Rossmoor Center Way utterly ignored by Traffic Study Consequences which weigh heavily on project success have not been disclosed to the public, nor the decision body Parking data omitted from Traffic Study & presented by Staff is incorrect, incomplete and presents a distorted picture 2 2 3 Situation: Delivery Staging required by TISG Where will all of these trucks go? Delivery Staging not addressed by FEIR 3 4 Situation: Delivery Vehicles using Rossmoor Center Way as staging area This space should be coming out of Shops @ Rossmoor property 4 5 Situation: Loading Dock behind NW wing of Shops lost to fire lane due to over-aggressive encroachment of buildings 5 6 Situation: Delivery Vehicles illegally stopped on RCW attempting to unload This space should be coming out of Shops @ Rossmoor property Hazard to motorists Hazard to truckers Hazard to residents 6 Situation Allocation of Shops @ Rossmoor Parking space to account for truck staging is mandatory - existing condition on RCW intolerable! Truck Service considerations must be addressed, should be included in FEIR as it is directly relevant to safe traffic flow Parking considerations are a part of the Seal Beach Traffic Impact Study Guidelines - yet truck parking addressed nowhere Internal Circulation of Trucks and Customer vehicles, and Busses and their stops required by TISG, yet not included in the FEIR despite it being directly relevant to safe traffic flow 7 7 Parking Status 8 8 Conclusion City’s own Guidelines have not been followed Complete Parking, required by SB, are NOT disclosed by Responsible Agency in the FEIR TIS Internal Routing, required by SB, is NOT disclosed by Responsible Agency in the FEIR TIS Truck Service & Loading-Dock resources, required by SB, are NOT disclosed by Responsible Agency in FEIR TIS Bus routes thru project, and stops, required by SB, are NOT disclosed by Responsible Agency in the FEIR TIS We respectfully request that you reject the certification of the EIR and deny the CUP request. At a minimum, we request that you direct staff to order a new EIR correcting the many deficiencies we have pointed out, including doing a proper traffic study, as urged by the County of Orange. 9 9 Final Questions Why have these issues not been disclosed in the formal record (FEIR) nor fairly represented to either the Public, nor the Seal Beach decision body? Why should Sprouts & Shops trucks be pushed onto public or residential streets jeopardizing public and truckers safety? Will a Senior Meals attendee be able to ride the Jitney directly to the gym – or will they have to go home first? Where is the Bus Stop for it? How much pollution will the 112 Jitney bus trips produce per day? Where is that accounted for?
