Bahorski City Manager Subject: Goals and Objectives Report SUMMARY OF REOUEST• Approve the goals, objectives and completion dates as set forth in Attachment A. The City Council and City Manager participated in a goal setting workshop on April 28, 2001. Dr. Richard Garcia facilitated the goal setting workshop that ultimately created four goals and 21 objectives. These goals and objectives are intended to bring focus to the City organization and help shape how resources are allocated in the future. The goals formulated at this workshop are general statements of intended accomplishments that outlines a desirable level of service to be performed or conditions that will be attained. City Council developed the following four goals: • Deliver responsive, user- friendly customer service. • Improve quality of life for all residents. • Create sustainable revenues for essential City services. • Adopt a proactive, constructive approach to land use issues Following the workshop, the goals and objectives were organized by the facilitator and sent to the City. Working with staff, each of the 21 objectives were assigned a completion date with the understanding that some of the objectives will be completed before the established completion date. Staff is recommending that Council review the completion date for each objective to ensure they meet with the expectations of Council. Staff believes that the completion dates for the objectives are aggressive but can be accomplished within the specified time frame. 'Qfz t 0 T After City Council approves the goals, objectives and completion dates, staff will begin the process of briefing the various City committees, boards, and commissions on the City's goals and objectives. It is important that the various City advisory bodies are made aware of these goals and objectives so that all levels of City government understand the Council's direction. In addition, each Department Head will be required to discuss the goals and objectives with their employees so that every employee is aware of the direction that the City is moving toward. Goals and objectives are only meaningful if they are monitored and the organization is held accountable. To ensure City Council is kept informed of the progress made on achieving the specific goals and objectivesrstaff is committed to placing a monthly status report on the City Council agenda. In addition, staff will place the goals, objectives and the status report on the City's web site to keep the community informed on the progress being made to achieve these goals. FISCAL IMPACT: There is no fiscal impact at this time. RECOMMENDATION: Approve the City goals, objectives, and completion dates. SUPPORTING DOCUMENTS: A. (COMPLETED BY AuGusT 2001) • Restructure City Planning Land Use procedures. (COMPLETED BY JUNE 2002) • Develop Standard Operating Procedures for each City Department. (COMPLETED BY JUNE 2002) • Develop a plan for being proactive in attracting Resident serving businesses. (COMPLETED BY JANUARY 2002) • Explore and report on the feasibility of selling City services to other agencies. (COMPLETED BY JUNE 2002) • Explore and report on the feasibility and cost effectiveness of annexation. (COMPLETED BY DECEMBER ZOO I) • Develop a Financial Management System that includes reporting, tracking, performance milestones/benchmarks and cost/profit centers.
