Bahorski, City Manager SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT - ADMINISTRATIVE CONSULTING SERVICES SUMMARY OF REQUEST: The proposed action will execute a professional services agreement to retain Dan Dorsey to perform administrative consulting services for specific projects in the City Manager's office. BACKGROUND: With the forthcoming retirement of Dan Dorsey, a new Assistant to the City Manager will be selected and begin employment with the City of Seal Beach in June, 2001. It would be prudent to employ Dan Dorsey as an administrative consultant in order to assist with transitional issues in the City Manager's office, i.e., to provide training to the new Assistant to the City Manager as well as to provide administrative support for specific projects in the City Manager's office. Some of these projects include completing the purchase of Old City Hall, recycling grants, wireless communications facilities, and the Parking Management Committee. Moreover, the hiring of the new Assistant to the City Manager coupled with the relatively short tenure of the current City Manager would leave no "institutional memory" in the City Manager's office. FISCAL IMPACT: The Administrative Consultant will be compensated at a rate of $40.00 per hour — and aggregate payments will not exceed $10,000 for his term of employment with the City of Seal Beach. This contract will fund 250 hours. This consulting position has not been funded in the current budget. However, funding can be accessed from Undesignated Reserves. Agenda Item: RECOMMENDATION: That City Council authorize the City Manager to execute a professional services agreement with Dan Dorsey to perform administrative services in the City Manager's office at a cost not to exceed $10,000.
