Review and provide comments to Staff regarding landscape plans provided for the public
right -of -way areas along Seal Beach Boulevard and Lampson Avenue. The landscape
plans and installation are a required mitigation measure of the Bixby Old Ranch Towne
Center Project certified environmental impact report.
BACKGROUND:
The following preliminary landscape plans have been submitted to the City for review and
approval as part of the conditions of approval for the Bixby Old Ranch Towne Center
Project:
• Seal Beach Boulevard, Preliminary Plan, prepared by DiLallo Landscape Architecture,
Inc., revised May 8, 2001.
• Lampson Street Planting Plan, prepared by DiLallo Landscape Architecture, Inc.,
revised May 7, 2001.
A brochure, including the plans and photos of the recommended plants, by DiLallo
Landscape Architecture, Inc., has also been provided for City Council review (Refer to
Attachment 1). As requested, these plans are now before the City Council for review and
provision of any comments to Staff prior to final approval of the plans.
The Tree Advisory Board reviewed and provided comments on the plans on Wednesday,
April 18. Comments from the Tree Advisory Board were included with the comments from
Staff provided to DiLallo Landscape Architecture, Inc. on April 26, 2001 (Refer to
Attachment 2). Staff has provided a summary of the response to the April 26 memo as
Attachment 3.

Compliance with Required Mitieation Measures:
The City Council adopted a "Mitigation Monitoring Program" when it certified the EIR for
the Bixby Old Ranch Towne Center Project Several of those mitigation measures dealt
with required replacement tree plantings, with Mitigation Measure G -13 dealing with the
required number and size of replacement tree plantings. Mitigation Measure G -13 is
provided below for the information of the Committee and City Council:
"G -13. All mature trees lost as a result of project development shall be
replaced pursuant to the following ratios: a) eucalyptus: 4 to 1
using 24 -inch box trees; and b) non - eucalyptus: 2 to 1 using
36 -inch box specimens."
It should be indicated that Greg Applegate, the project arborist relative to eucalyptus
trees, has consistently recommended that any eucalyptus tree replacements not include
24 -inch box trees. He has consistently recommended smaller size specimens, indicating
the long -term health of new eucalyptus tree plantings is greatly enhanced when smaller
specimens are planted. It is the intent of Staff to concur with the recommendations of
Mr. Applegate, allowing smaller sized eucalyptus specimens to be planted than set forth
in mitigation measure G -13. Staff is proposing to condition the approval of those tree
plantings with a longer term monitoring requirement to ensure that within a three -year
time period all of the eucalyptus tree plantings are still healthy, and of an appropriate
caliper comparable to a 24 -inch box tree acceptable to the arborist.
Bixby Ranch Company, Kitchell Development Company, Centex Homes, and other project
developers have provided information to the City regarding the number of trees removed
and replanted, in compliance with this mitigation measure. Provided below is a summary of
that information through May 1, 2001 for the City Council:

Note: This information does not include tree plantings for the Old Ranch Country
Club Parking Lot, Public Driving Range, additional golf cou se plantings
and for the Senior Assisted Care living facility (Area B, Parcel 4) or Area
B, Parcel 2 development. Preliminary landscape plans have not been
submitted for those sites.
90% of all eucalyptus trees planted on the golf course have been in the
ground for a year, and 80% now caliper above I'; equal or larger in
caliper size to a 24" box eucalyptus tree.
Of the 383 eucalyptus trees removed by permit, 134 were located within the 40' setback
area north of St. Cloud, 15 in the 40' setback area south of St. Cloud, and the remaining
234 were removed from either the golf course or Area B.

Staff has reviewed the above- referenced plans and intends to approve the plans subject to
conditions. Those conditions are as follows:
❑ Seal Beach Boulevard, Preliminary Plan, prepared by DiLallo Landscape Architecture,
Inc., revised May 8, 2001
❑ "Liquidambe2' and "Tristiana" tree sizes to be increased from 15 -gallon to 24" -box
trees (39 trees).
❑ Lampson Street Planting Plan, prepared by DiLallo Landscape Architecture, Inc.,
revised May 7, 2001
❑ 6 Califomia Sycamore trees at intersection of Lampson Avenue and Seal Beach
Boulevard to be increased from 36" -box to 48" -box trees.
❑ 9 "Bottle" trees at intersection of Lampson Avenue and Seal Beach Boulevard to be
increased from 24" -box to 36 "-box trees.
In both cases, staff is of the opinion that the indicated increase in tree size is warranted to
ensure that the project have a more "established feel" upon completion of the initial tree
planting program. In the areas indicated, the proposed plantings are not sufficient to
provide an adequate landscape appearance, given the scale of the landscaped areas and
the distance to adjoining commercial developments.
RECOMMENDATION:
Review and provide comments to Staff regarding landscape plans provided for the public
right -of -way areas along Seal Beach Boulevard and Lampson Avenue. Receive and File
Staff Report.

Provided below are comments from City Staff and the Tree Advisory Board regarding the subject
landscape plans:
Seal Beach Boulevard, Preliminary Plan, prepared by DiLallo Landscape Architecture, Inc.,

❑ Clarify eucalyptus tree planting locations between St. Cloud and Rossmoor Drive — it
appears the new eucalyptus tree plantings are between the curb line and the new off -street
path. Eucalyptus tree species selected for this area should be reviewed and approved by
Greg Applegate. (Staff and Tree Advisory Board Comment)
❑ Indicate off -street path pavement treatments north and south of St. Cloud; concrete and
above ground asphalt respectively. The above ground asphalt is required to avoid any
excavation into the existing root structures of the existing eucalyptus trees south of St.
Cloud. Concrete is acceptable north of St. Cloud because the trees have been removed in

May 14 City Council Presentation:
The presentation of these plans is scheduled before the City Council on Monday, May 14 at 7:00
PM. I will need to have the revised plans and presentation package submitted to my office no later
than noon, Tuesday, May 8. In addition to one set of large presentation plans, I would like to have
15 booklets made up similar to your previous booklets, and a set of 11" x 17" black and white
reproducibles of the plans. If the presentation plans can be digitized in a PowerPoint format and
provided on a computer disk, that would be helpful. I will be in the office through next Wednesday,

be increased from 24" -box to 36" -box trees.
