SUBJECT: INITIAL RECOMMENDATIONS FROM THE PARKING
MANAGEMENT COMMITTEE
SUMMARY OF REQUEST:
Council review recommendations from the ad -hoc Parking Management Committee,
approve proposed Resolution No. AW, hold a first reading of proposed Ordinance No.
1469, and, if appropriate, establish a Public Hearing date to revise the Fee Schedule for
certain parking permits.
Staff is presenting the Parking Committee recommendations to the Council in a rather
expeditious manner because — contingent upon Council approval of the
recommendations, resolution and ordinance amendments —the time required for Council
and staff to implement the recommended changes would become finalized just a few days
before parking permits are issued on July 1, 2001.
BACKGROUND:
The ad -hoc Parking Management Committee has been meeting on a bi- weekly basis since
March 20, 2001. The Committee has been focusing its attention on parking issues
endemic to Old Town — specifically in the downtown area (Main Street corridor,
contiguous residential streets and beach parking lots). Committee members have recently
been discussing several parking improvements that could be effected in the "short- term."
Committee members agree on the need to optimize parking availability in Old Town.
Moreover, a majority of the Committee believes that parking availability in Old Town
could be improved by restricting the issuance of certain parking permits. Accordingly,
the Parking Management Committee is submitting the following three recommendations
for consideration by the City Council.
Agenda Item:
I. RESTRICTING THE ISSUANCE OF "RESIDENT" PARKING PERMITS:
The Committee recommends that "Resident' Parking Permits should only be issued to
Old Town residents who live in neighborhoods that are restricted by one -hour parking
regulations on public streets. Resident Parking Permits would no longer be available to
Seal Beach residents who live in non - restrictive parking areas. Consequently, parking
availability could be modestly improved by restricting the number of Resident Parking
Permits issued by the City.
The following data reflect the number of "Resident" and "Guest' Parking Permits issued
to Old Town residents vis a vis residents from outside of Old Town (Year 2000 - 2001).
"Old Town" is defined by the following geographic boundaries: [north] Pacific Coast
Highway; [east] Seal Beach Boulevard; [south] Ocean Avenue; [west] Marina Drive.
OLD TOWN: 3,910 (86.5 %)
OUTSIDE OF
OLD TOWN: 614 (13.5 %)
TOTAL: 4,524 RESIDENT / GUEST PARKING PERMITS
2. RESTRICTING THE ISSUANCE OF "GUEST" PARKING PERMITS:
Pursuant to the previous premise of limiting the demand for parking permits, the
Committee recommends that the maximum number of "Guest' Parking Permits be
limited to one permit per Old Town residence, instead of the current policy of two
permits per household.
3. REVISING THE FEE SCHEDULE FOR "RESIDENT" AND "GUEST"
PARKING PERMITS:
The Committee recommends that the Council revise the Fee Schedule for "Resident' and
"Guest" Parking Permits because the City has not raised the rates since 1990. More
specifically, the City has not recouped the escalating costs associated with inflation,
parking enforcement and the purchase of permits during the past decade.
CURRENT FEE PROPOSED FEE
"RESIDENT" PARKING PERMIT: $10.00 $20.00
GUEST PARKING PERMIT: $14.00 $20.00
FISCAL IMPACT:
Revenue neutral. A modest amount of staff and City Attorney time will be required in
order to implement the new parking policies. However, these costs —as well as the
previously- identified program costs —would be paid for by the proposed fee increases for
Resident and Guest Parking Permits.
RECOMMENDATION:
That Council approve proposed Resolution No. rlfY , hold a first reading of proposed
Ordinance No. 1469, and schedule a Public Hearing for purposes of adjusting the Fee
Schedule for Resident and Guest Parking Permits.
