RE: Answers to Mayor Campbell's question for the May 14, 2001 Agenda
This memo addresses the questions Mayor Campbell submitted regarding items on the
May 14, 2001 Council Meeting Agenda.
The first question was in regards to why Orrick & Herrington is the bond counsel for the
TRANs financing. Sutro & Company, the underwriters of the TRANS chose Orrick &
Herrington. Cities participating in the TRANS pool are not given the option of choosing
bond counsel. The City has used Orrick & Herrington in the past. Orrick & Herrington
was the bond counsel for the August 2000 Surfside Assessment District bond refinancing.
The second question was in regards to the monthly payment to CSI. The City pays CSI
every month for the cost of running the Detention Facility. Jail fees are paid to the City
from the Department of Justice, Cities who contract with the facility and individuals who
are booked and spend time at the jail. The City uses the jail fee revenue to pay CSI their
monthly charge.
The third question was in regards to the S 13,500 paid to the City of Long Beach for
Animal Control Services. This fee is budgeted annually and it pays for the cost of the
City using the Long Beach animal shelter for board and care in exceptional cases that the
local animal shelter can not handle. It also covers the cost for after hours call outs.
The fourth question was in regards to the $13,938.17 paid to George Bates Automotive.
This budgeted expense was for the total refurbishment of the 1996 Chevrolet police
vehicle.
The fifth question was in regards to the $131,168.00 paid to the Los Alamitos School
District. This payment was the annual debt service payment for the acquisition of the
Zoeter properties parcels A and B.
