Geographically diverse. Poor self image. CRITICAL ISSUES FOR THE ORGANIZATION ➢ Finance — Need financial stability, revenues, and money — don't have enough Need to get financial program in order. Need to live within the budget. Utility tax Need to have early budget review for Council input. City is land rich and cash poor. ➢ OreanizationE iciencv- Things need to be streamlined. Operating procedures need to be changed. Need a better organized and managed City. Need management systems. Need to manage personnel better. Regular performance appraisals. Staff development. Organization needs to project that it is efficient and effective. Not run like a business. Get legal cost under control- Get risk management under control. Council needs time to review materials. ➢ Infrastructure — Need to pave the streets that go through, rather than pave cul -de -sacs. Repair sidewalks, gutters and streets. Beach erosion, closures and clean up. ➢ Economic DevelonmentlParkin¢ — Main street. Protect the local businesses. DWP property and what to do with it. Parking in the City. No parking shortage. Problem is parking management. ➢ Community Relations — Open wounds in College Park East and what do we do about them? React to and interact with the community. Lack of a willingness by the Council to educate the public about problems and how to fix them ➢ Communications — Need to be improved. Council needs to know what is going on. Council needs to understand each other's positions. City manager needs to work with the City Clerk. OBSTACLES IN THE ORGANIZATION DEALING WITH THESE ISSUES ➢ City Council Relations/Teannw — How Council works together. Micro- management of the City. Lack of teamwork. Lack of respect for each other's district. Council doesn't work together to help each other serve their districts' better. Need to find ways to help each other solve problems. People need to know where the Council stands on issues. Inference is that people don't know. ➢ Finance — Lack of money. Lack of a plan for enhancing city revenues. Lack of financial systems, they need to be rebuilt. R1A Mwagemwt Services, Inc. 4/27/01 ➢ Economic Development — Limited land for development. Resistance to new business. Resistance to bars. No growth mind -set. ➢ The Organization — Need to promote organizational efficiency and effectiveness. Organization needs to project that it is efficient and effective. Need to improve the public's perception of City Hall. The organization is now seen as inefficient, ineffective and projects a poor appearance. Need to identify what isn't working. Need to improve customer services and restore faith in government. Both the organization's culture and the organization won't allow the organization to achieve the Councils goals. Limited staff and an "always done it this way attitude" in the organization. Lack of staff analysts. The organization has problems dealing with the big issues. ➢ Water Ouality — Lack of understanding of what you have to do to 'approve water quality. This is a priority. OPPORTUNITIES FOR THE ORGANIZATION ➢ Economic Dever— Boeing. DWP land. New Bixby Center. Navy base (BRAC) Pavilions and Vons shopping center. Rossmore Center. Wetland Restoration. Manage the properties the city has now in the hopper well. Stop sales tax leakage. ➢ The Organization — New City Manager. RJA Management Services, Inc. 4/27/01 Support City Manager in achieving goals. Need to work through the City Manager. Stop gossiping. "Tale carrying should stop." Bring organization together. Work together. Build an organization that can achieve Council goals. Look at privatization. Change the direction of the City. Get back on track Continue amicable relations with the City Clerk. ➢ Finance — Increase the ratio of sales tax businesses to homeowners. Tap grant monies and programs. Look for new revenue sources. Capture monies to solve pollution problems. Work with malls to generate revenues for the City. CITY MANAGER SHOULD FOCUS ON DURING THE FIRST YEAR O Enhancing revenues. O Infrastructure. O Water quality. CI Cleaning up the beaches. O Integrating the Council into the operations of the City. O Educating the public and restoring trust. O Developing a businesslike organization to assist the Council in getting the Council's programs done. O Continuing to do what you're doing.
