SUBJECT: APPROVAL OF FINAL TRACT MAP #15797 - CENTEX
HOMES DEVELOPMENT
SUMMARY OF REQUEST:
It is requested that City Council find that Tract Map 15797 is in substantial compliance
with the previously approved tentative tract map, approve Tract Map 15797 as presented,
and instruct the City Engineer and City Clerk to execute said Tract Map as required.
BACKGROUND:
On August 23, 1999, a tentative map of the proposed subdivision was approved subject to
Subdivision Laws;tity Municipal Code, and to the requirements and conditions contained
in Seal Beach City Council Resolution No. 4735. The approved tentative tract map
(Tentative Tract Map 15797) established the residential development and subdivided this
site into a total of seventy five (75) residential properties for conveyance purposes. The
property is located along the east side of Seal Beach Boulevard, between the Bixby Old
Ranch Town Center and the northerly City limits (Rossmoor Highlands, City of Los
Alamitos).
Approval of the Final Tract Map will formally create the subject parcels, and allow them
to be sold in accordance with the terms and conditions of Tract Map 15797. In
accordance with the Subdivision Map Act, the subdivider has been conditioned to
construct water lines, sewer lines, drainage system, and street frontage improvements
including curb, gutter, sidewalk, street trees, pavement, underground utilities, and
community park. The subdivider has agreed to enter into a subdivision improvement
agreement which ensures the construction of said improvements using bonds issued by an
approved surety company.
The Final Tract Map has been reviewed and approved by the County of Orange Public
Facilities & Resources Department for compliance with all required Subdivision Map Act
requirements and by the City Engineer and Director of Development Services for

compliance with all conditions of approval of the Centex Homes Development and
Tentative Tract Map 15797, and it is appropriate for the City Council to approve Tract
Map 15797 as presented.
In accordance with the provisions of Government Code § 66474.1, the determination to
approve a final tract map is a ministerial action and "A legislative body shall not deny
approval of a final or parcel map if it has previously approved a tentative map for the
proposed subdivision and if it finds that the final or parcel map is in substantial
compliance with the previously approved tentative map".
FISCAL IMPACT:
No fiscal impact. All costs will be paid or reimbursed by the developer. Appropriate
plan check and building permit fees will be charged as costs are incurred.
RECOMMENDATION:
It is recommended that the City Council:
1) Find that Tract Map 15797 is in substantial compliance with the previously approved
tentative tract map, approve Tract Map 15797 as presented, and instruct the City
Engineer and City Clerk to execute said Tract Map as required.
2) Approve and execute the City of Seal Beach and Centex Homes Development,
Subdivision Improvement Agreement,Tract 15797.
