City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR ANNUAL PAVING REHABILITATION FY 2000/2001, PROJECT 49673 SUMMARY OF REOUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process so that a contract may be awarded for the rehabilitation of various local streets within the City. BACKGROUND: The proposed project will rehabilitate the pavement at the following streets: • Carnation Circle (Aster to End) • Daffodil Circle (Aster to End) • Iris Circle (Aster to End) • Dahlia Circle (Aster to End) • Clover Circle (Aster to End) • Coastline Drive (Balboa to End) The work will consist of grinding the edges of pavement adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. These local streets were next on the priority ranking list in the pavement management system as approved by Council during the FY2000 /2001 budget workshops. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. During the next budget workshops, Staff will present for Council approval of the next update to the pavement management system that will determine next year's local paving projects as well as the overall priority ranking list. These updates are done on a yearly basis since the condition of the streets and funding levels are not static. Agenda Item s The plans and specifications were completed by in -house staff. Upon the successful bidding process and award of a contract, the project should be completed around the end of the fiscal year in June. FISCAL IMPACT: The engineering opinion of probable cost for the project including design and construction management is estimated at $295,000. Funds are available in the City's Capital Improvement Program and from the proceeds of AB 2928. Any remaining fiords would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, authorize staff to initiate the public contract bidding process. St G.
