In response to your April 5, 2001 letter concerning potential funding for the Orange
County Regional Airport Authority ( OCRAA) in Fiscal Year 2001 -2002, the City of Seal
Beach considered the request at the April 23, 2001 City Council meeting. During the
Council debate on this agenda item the discussion focused on the OCRAA funding
request and the JPA amendments proposed by the City of Seal Beach.
The Council grappled with how best to support OCRAA and still achieve the changes to
the JPA that Seal Beach believes is necessary and prudent. After a lengthy discussion the
Council approved placing $5,482 in the Fiscal Year 2001 -2002 budget as a contribution
to OCRAA. Before releasing the funds the Council placed two preconditions on the
contribution to OCRAA:
1) OCRAA shall adopt the recommendations made by the City of Seal Beach to the
amended JPA document. The recommendations were sent to OCRAA in March and
to date no action has been taken.
2) Prior to the disbursement of the funds the City Manager placed on the agenda an item
requesting City Council's approval to release the funds for payment to OCRAA.
The City Council strongly desires to continue its support of an airport at El Toro and
further enhance the City's support for the airport at El Toro by appropriating funds to
OCRAA. While the funding to OCRAA is important, the recommended changes to the
JPA proposed by Seal Beach are the cornerstone to maintaining a strong organization to
promote an airport use at El Toro. It is the City's intent to work with OCRAA to ensure

the changes to the JPA are implemented in a prompt fashion so that the funds can be
released.
The City of Seal Beach believes that working together will bring about a stronger
OCRAA and further the common goal of OCRAA constructing a new airport at El Toro.
