Dear Mrs. Campbell: May 24, 2001
As a resident of College Perk East, my husband and I are requesting that you and the
other Seal Beach City Council members reject the recommendation from the "Parking
Management Committee" to restrict issuance of the "Resident" parking permits to
residents of Old Town. If passed as Ordinance No. 1469 you will be giving preferential
treatment to the residents of Old Town, over the rest of the Seal Beach residents: i.e., the
Hill, College Park East, College Park West, and Leisure World.
My specific complaint is that my family attends First Church on 10's and Central. First
Church has a limited number of parking spaces. The residents of Seal Beach who attend
First Church reserve these spaces for those attendees who are not residents of Seal Beach
because we have access to a "Resident "parking permit. So- called Gentlemen's
Agrcements such as "Wc won't ticket you on Sunday mornings because you are we had
attending Church" DO NOT WORK! The last time we

Constitution. It is also an essential part of our children's education.
We moved to Seal Beach because of the small -town atmosphere and the excellent school
system. As residents of a beach city, we enjoy taking our children to the beach here in
Seal Beach because it is a family beach. The residents of Old Town need to accept the
fact that they chose to live in a congested high traffic area. Every beach town that I have
been in is this way. You either accept the limitations or you choose to live elsewhere.
Why aren't the residents of Old Town parking in their garages or in the alleys behind
their residences instead of on the street? Is it because Old Town has been over -built and
the density of Old Town needs to be reduced?
We feel that by denying us, residents of Seal Beach, access to the "Resident" parking
Permit you are telling us that we are not a part of Seal Beach. Don't go to the beach hem!
Don't spend your money in the shops and at the restaurants on Main Street! Don't come
walk on the pier! Don't go to the church of your choice if it is located in "Our Old
Town'I
This is the message you are sending if you pass this inane ordinance that will benefit a
select few and bring only "modest Improvement" to the parking situation. You need a
real solution not a band -aid.
