MEETING WITH REPRESENTATIVES FROM
VERIZON WIRELESS
Pursuant to their regularly- scheduled meeting of March 26, Council Members requested
that the City Manager meet with Verizon Wireless in order to ascertain the feasibility of
the following:
1. The City to retain an independent company in order to measure radio frequency
emissions from the recently - installed Verizon wireless facility at Zoeter Field.
2. The feasibility of Verizon "re-locating" its wireless facility to another location in Old
Town.
THE MEETING:
I met with several representatives from Verizon Wireless at their corporate headquarters
in Irvine on Friday afternoon, April 6, 2001.
The first topic of discussion was the feasibility of Verizon re- locating its wireless facility
to another location in Old Town. The representatives stated that they could not agree to
this request for the following reasons:
Moving the facility would establish a "bad precedent." Verizon posits that they cannot
move these types of facilities simply based on "unsubstantiated' requests from a group of
residents. If Verizon were to agree to re- locating its equipment for one group of people,
then it would be difficult for the company to say "no" to another group of people in the
future. In addition, even if the company were to re- locate its equipment, what assurance
would Verizon have that residents adjacent to the new location would not raise similar
objections subsequent to the installation of the facility.
Verizon would, of course, re- locate its wireless equipment if a causal injury or health risk
to humans can be scientifically attributed to the Zoeter facility. However, the facility is
not even operational as of yet.
Verizon offered to send additional educational materials to the City of Seal Beach
regarding radio frequency emissions. I told them that I did not think that this offer would
be salutary to the Zoeter neighborhood because it was my perception that the residents
do not accept the validity of FCC standards and regulations.
The Verizon representatives responded by asking rhetorically: "If people do not accept
the FCC standards, then exactly whose standards should we all agree to accept? Just
which institution should regulate this activity ?"
The second topic of discussion pertained to tests for measuring radio frequency
emissions. Verizon stated that the City was free to hire an independent company in order
to measure the RF energy at several different locations at Zoeter Field. Verizon agreed to
pay for this testing. In addition, the company informed me that the residents could
choose their own company to perform a second test —and that Verizon would pay for this
test as well. The company also agreed to have both tests performed at the "busiest" time
of day — between 4:00 PM and 6:00 PM.
I have already identified one company which could perform this testing within one week
of our request. However, I cannot contact this company until the Verizon facility is "up
and running" (currently scheduled for sometime this week). Verizon agreed to notify me
one day after the Zoeter facility is activated.
The Verizon representatives stated that once the company has paid for these two tests
and, if the measurements indicate that the company is operating well within the "safety
standards" established by the FCC, then Verizon would expect some type of "closure" on
this health and safety issue.

Attention Neighbors of Zoeter Place:
As a concerned neighbor and parent of the local
preschool, I am writing to inform you of the
construction of the Verizon cell phone transmitter
tower at Zoeter field. Having researched this
subject, there is evidence of health risks,
including leukemia, certain brain cancers,
testicular degeneration, DNA damage and joint
pain associated with low dose exposure of
radiation from these towers.
Verizon has contracted with the city of Seal Beach
without an environmental impact report (EIR).
Please call Shawn Boyd, your councilman at city
hall at 431 -2527 to express any concerns you may
have regarding this matter. Also,this issue will be
on the agenda at the next council meeting,
Monday, March 26, 20001, 7:00 P.M. at the Seal
Beach city hall.

R E S O L U T I O N
(RES. W- 4256), SOUTHERN CALIFORNIA WATER COMPANY,
(SCWC). ORDER AUTHORIZING A TEMPORARY
SURCHARGE TO OFFSET COSTS RESULTING FROM A
TEMPORARY ELECTRIC RATE INCREASE TO SOUTHERN
CALIFORNIA EDISON COMPANY (SCE) AND PACIFIC GAS
AND ELECTRIC COMPANY (PG&E) GRANTED BY
COMMISSION DECISION (D.) 01 -01 -018.
SUMMARY
By Advice Letter 1090 -W, filed January 22, 2001, SCWC seeks to increase rates by
$761,357 or 0.46% to offset changes in operating costs that have occurred since its
present rates became effective. The increase will not result in a rate of return
greater than last authorized for SCWC.
BACKGROUND
Pursuant to Commission D.01 -01 -018, SCE and PG&E were granted an interim
rate increase of $0.01 per kilowatt-hour due to the recent increase in wholesale
electricity costs. As a result of the increase granted to these electric companies,
SCWC's purchased power costs have increased. SCWC is requesting to increase
water rates to offset the incremental impact of $761,357 in operating expenses by
implementing a temporary surcharge in its metered rate schedules.
SCWC requests authority under Section VI of General Order 96 -A and Section
454 of the Public Utilities Code to adjust rates to offset the increase in its
purchased power costs.
The Water Division anticipates that many of the approximately 150 water and
sewer companies the Commission regulates will be filing for similar offsets.

NOTICE AND PROTESTS
Notice of the proposed rate increase was published in the local newspaper of
each district on February 22, 2001. No protests were received by the Water
Advisory Branch.
DISCUSSION
The offset increase requested herein is for the purpose of recovering in rates on a
dollar - for -dollar basis changes in items that have occurred since the present rates
became effective. This rate increase will not result in a return greater than that
previously authorized.
Since the increase is caused by changes in expenses directly related to water
consumption, it is applied to water usage for metered customers.
At proposed rates, the impact to SCWC customers will be the following.
Bay Point a commercial or residential customer on Schedule BY -1 with a
5/8 -inch x 3/4 -inch meter, using 16 Ccf (One Ccf is equal to one hundred cubic feet)
per month will experience a monthly increase of $0.15 or 0.21% from $72.08 to $72.23.
Clearlake: a commercial or residential customer on Schedule CL-1 with a
5/8 -inch x 3/4 -inch meter, using 6 Ccf per month will experience a monthly increase
of $0.17 or 034% from $48.90 to $49.06.
Los Osos: a commercial or residential customer on Schedule LC-1 with a
5/8 -inch x 3/4 -inch meter, using 22 Ccf per month will experience a monthly
increase of $0.47 or 0.84% from $55.71 to $56.17.
Metropolitan: a commercial or residential customer on Schedule NM-1 with a
5/8 -inch x 3/4 -inch meter, using 23 Ccf per month will experience a monthly
increase of $0.11 or 021% from $5420 to $54.31.
Orange County a commercial or residential customer on Schedule CC-1 with a
5 /8 -indt x 3/4 -inch meter, using 23 Ccf per month will experience a monthly
increase of $0.35 or 0.83% from $41.97 to $42.32.
San Dimas: a commercial or residential customer on Schedule SD-1 with a
5/8 -inch x 3/4 -inch meter, using 30 Ccf per month will experience a monthly
increase of $0.45 or 0.81% from $55.73 to $56.18.

San Gabriel: a commercial or residential customer on Schedule SG-1 with a
5/8 -inch x 3/4 -inch meter, using 21 Ccf per month will experience a monthly
increase of $0.32 or 1.05% from $3021 to $3053:
Simi Valley a commercial or residential customer on Schedule SI -1 with a
5/8 -inch x 3/4 -inch meter, using -18 Ccf per month willexperience -a monthly
increase of $0.09 or 0.22% from $41.93 to $42.02
Santa Mari a a commercial or residential customer on Schedule SM -1 with a
5/8 -inch x 3/4 -inch meter, using 28 Ccf per month will experience a monthly
increase of $0.76 or 2.09% from $36.47 to $37.23.
Oiai: a commercial or residential customer on Schedule OJ -1 with a
5/8 -inch x 3/4 -inch meter, using 26 Ccf per month will experience a monthly
increase of $0.49 or 094% from $52.08 to $5257.
In order to expeditiously process this filing, Water Division request delegated
authority to approve similar advice letters filed by other water and sewer
utilities.
FINDINGS
1. The Commission finds, after investigation by the Water Advisory Branch, that
the rate increase hereby authorized is justified, and the resulting rate is just and
reasonable.
THEREFORE IT IS ORDERED THAT:
1. Southern California Water Company is authorized, five days after the
effective date herein, to make effective the revised rate Schedules BY -1,
General Metered Service; CL -1, General Metered Service; LO-1, General
Metered Service; ME -1, General Metered Service; 0J -1, General Metered
Service; OJ -7ML, Public Park Metered Service; OC -1, General Metered
Service; Schedule CC-3M, Metered Irrigation Service; SD-1, General Metered
Service; SD-3, Measured Irrigation Service; SG-1, General Metered Service;
SM -1, General Metered Service; SM -3ML, Limited Metered Irrigation Service;
and SI -1, General Metered Service, attached to Advice Letter 1090 -W herein
and to concurrently cancel the presently effective rates.
2. If Southern California Edison Company and /or Pacific Gas and Electric
Company rates should be further increased, the offset requested in this advice

letter would remain in effect until Southern California Water Company
requests an offset to pass on those higher rates or until otherwise changed by

3. This Resolution is effective today.

Southem California Water Company (SCWC) is seeking authorization from the California Public Utilities
Commission (Commission) to offset the increase in its purchased power expenses brought about by the
California Public Utilities Commission's Decision 01 -01 -018, which allowed Southern California Edison
(Edison) and Pacific Gas and Electric (PG&E) to increase their rates by one cent ($0.01) per kWh. Because
this advice letter is seeking authorization to increase rates, a Commission resolution will be needed to
approve this advice letter.
The purpose of this advice letter is to offset the impact of the electric rate changes brought about by Decision
01-01-018 in Application (A.) 00.11-038 whereby Edison and PG &E are allowed a one cent per kWh increase
to be applied to energy rates. As a result of the increase granted to Edison and PG &E, SCWC is seeking to
increase its rates by $761,357 or 0.46% to offset the estimated increase in purchased power costs. SCWC is
proposing to increase the quantity rates, through a temporary special condition, in ten (10) of its water
operating districts. With this advice letter SCWC is not seeking any changes to the existing amortization of
supply expense balance amounts that is currently in customer rates.
SCWC proposes that this requested interim increase remain in effect until the conclusion of the 90 -day
period ordered by D. 01 -M -018, or longer should the Commission extend the period of the rate increase
ordered in that decision. If the Edison and /or PG&E rates should be further increased, the offset requested
in this advice letter would remain in effect until SCWC requests an offset to pass on those higher rates or
until otherwise changed by the Commission. If the Edison and /or PG&E rate increase should be reduced,
SCWC will immediately file an advice letter requesting an offset to pass on the savings to customers.
If this advice letter is approved the impact will be as follows:
Bay Point a commercial or residential customer on Schedule BY -1 with a 5/8" x 3/4" meter, using 16 Ccf per
month will experience a monthly increase of $0.15 or 0.21% from $7208 to $72.73.
Clearlake: a commercial or residential customer on Schedule CLA with a 5/8" x 3/4" meter, using 6 Ccf per
month will experience a monthly increase of $0.17 or 0.34% from $48.90 to $49.D6.
I.os Osos: a commercial or residential customer on Schedule LO-1 with a 5/8" x 3/4" meter, using 22 Ccf per
month will experience a monthly increase of $0.47 or 0.84% from $55.71 to $56.17.
Metropolitan a commercial or residential customer on Schedule ME-I with a 5/8" x 314" meter, using 23
Ccf per month will experience a monthly increase of $0.11 or 0.21% from $5420 to $5431.
Orange County. a commercial or residential customer on Schedule CC-1 with a 5/8" x 3/4" meter, using 23
Ccf per month will experience a monthly increase of $035 or 0.83% from $41.97 to $42.32
San Dimas: a commercial or residential customer on Schedule SD-1 with a 5/8" x 3/4" meter, using 30 Cd
per month will experience a monthly increase of $0.45 or 0.81% from $55.73 to $56.18.
San Gabriel: a commercial or residential customer on Schedule SG-1 with a 5/8" x 314" meter, using 21 Ccf
per month will experience a monthly increase of $032 or 1.05% from $30.21 to $30.53.
Sind Valley: a commercial or residential customer on Schedule SI -1 with a 5/8" x 3/4" meter, using 18 Ccf
per month will experience a monthly increase of $0.09 or 022% from $41.93 to $4202
Santa Maria: a commercial or residential customer on Schedule SM -1 with a 5/8" x 3/4" meter, using 28 Ccf
per month will experience a monthly increase of $0.76 or 209% from $36.47 to $37.23.
Ojai a commercial or residential customer on Schedule OJ -1 with a 5/8" x 3/4" meter, using 26 Ccf per
month will experience a monthly increase of $0.49 or 0.94% from $52U8 to $5257.
The actions requested m this advice letter are the result of ongoing proceedings with the California Public
Utilities Commission -
A protest is a document objecting to the granting in whole or in part of the authority sought in this advice
letter. A response is a document that does not object to the authority sought, but nevertheless presents
information that the party tendering the response believes would be useful to the Commission in acting on
the request
A protest must be mailed within 20 days. It most state the facts constituting the grounds for the protest, the
effect that approval of the advice letter might have on the protestant, and the reasons that protestant believes
the advice letter, or a part of it is not justified. If the protest requests an evidentiary hearing, the protest
must state the facts the protestant would present at an evidentiary hearing to support its request for whole or
partial denial of the application

SPECIAL CONDITIONS
1. The Minors inch is defined as a rate of Bow equal to one - fiftieth of a cubic foot per second,
or 72 cubic feet
The minimum rate of delivery under this schedule is ten miners inches.
3. A twenty-four (24) hour advance notice may be required before water is turned on under
this schedule.
4. The utility does not represent or guarantee that any water delivered hereunder is potable or
of a quality suitable for human consumption. Any consumer who uses said water or makes it
available to others for human consumption shall take all necessary precautions to make the
same potable and shall assume all risks and liabilities in connection therewith. -
5. The utility does not guarantee a continuous and uninterrupted supply under this schedule and
reserves the right to temporadly suspend the delivery of water when it is necessary to take the
whole or part of the system out of service for the purpose of cleaning, maintaining and repairing or
other essential improvements thereon; or for domestic purposes.
6. Water deliveries to customers will be made and measured at the utility's conduits, or as near
thereto as practicable.
I7. This service is limited to existing irrigation customers who irrigate all or a reasonable part of
their acreage each and every year.
B. The utility is not required to provide service under this schedule for the watering of lawns, golf
courses, parks, memorial parks or cemeteries.
9. Turn on and turn off service will only be provided during the hours of 8:00 a.m. to 5:00 p.m.
Monday through Friday. No irrigation service will be provided on weekends or holidays.
10. Due to the overcollection in the Balancing Account, an amount of $0.054 per Ccf is to be subtracted

BASIS OF RECOMMENDATION: (FIB) The initial 30 degree curve from Seal Beach Blvd. is
apparent however the subsequent 50 degree curve to the left is not as readily apparent. From here
the motorist encounters a straightaway for over 500 feet. Not readily apparent to motorists is that
as they enter an 800 foot long 60 degree curve to the left, they are passing the Old Ranch Tennis
club with two driveways on the south and the Old Ranch Country Club with two driveways on
the north. At this point the raised center divider ends with a left turn pocket provided for an
unanticipated sudden decelerating left turn. Both can open as early as 6AM and close after
IOPM. The golf course has over 1000 feet of fairways and driving range that front the roadway.
Occasionally golf balls will leave the course and strike passing vehicles. It is not obvious to
drivers that both establishments serve alcoholic beverages. The final portion curves suddenly to
the controlled intersection at Basswood. This is a major entrance into the College Park East tract
resulting in a higher than average number of decelerating right turns. The same problems are
manifest for WB traffic. In addition the golf course fence line past the country club does not
permit bicycle or pedestrian travel on the sidewalk forcing both onto the narrow shoulder of the
roadway. Given the configuration of the roadway, the optimum place to obtain speeds for a
traffic survey is in the straightaway and may lend itself to artificially high speeds. A posting of 7
MPH below the 85th percentile is more in line with a safe efficient speed.
