Home My WebLink AboutCC Res 4557 1997-08-25 RESOLUTION NO.~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH ADOPTING HOUSING ELEMENT REVISION 97-1 I THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY FIND, DETERMINE AND RESOLVE: Section 1. A duly noticed public hearing was held by the Planning Commission on August 6, 1997 to consider Housing Element Revision 97-1 which provides technical revisions to the content of the Housing Element of the City's General Plan. The Planning Commission received into evidence the Staff Report dated August 6, 1997, all attachments thereto, and considered all public testimony presented. Section 2. Based upon the evidence presented, the Planning Commission found: 1. Housing Element Revision 97-1 is statutorily exempt in accordance with Section 15262 of the CEQA Guidelines, and no substantial adverse environmental impacts will result upon the adoption of this revision to the Housing Element of the Gencral Plan. 2. The proposed revision to the "Housing Element of the General Plan of the City of Seal Beach" will conform the Housing Element to the provisions of Government Code ~ 65583(a)(8). I ~. The proposed revision to the "Housing Element of the General Plan of the City of Seal Beach" is consistent with the other elements of the Seal Beach General Plan. Section 3. Based upon the foregoing, the Planning Commission recommended to the City Council that: (a) Subsection 4.3.6 ("Loss of Existing Multifamily Assisted Housing Developments"J be added to the Housing Element to read as follows: "4.3.6 Loss of Existing Multifamily Assisted Housing Developments The City of Seal Beach has evaluated its existing multifamily housing developments and finds that there are no "assisted housing developments" within the City that are eligible to change from low-income housing uses during the next 10 years due to tennination of subsidy contracts, mortgage prepayment, expiration of restrictions on use, or other land use controls, as defined and set forth in Section 65583(a)(8) of the Government Code. " I (b) The last paragraph of Subsection 4.4.2 be deleted, as it is no longer appropriate, due to the inclusion of the language in new Subsection 4.3.6. Section 4. A duly noticed public hearing was held by the City Council on August 25, 1997 to consider Housing Element Revision en-I. Section 5. The City Council received into evidence the Report of the Planning Commission, including the Staff Report dated August 6, 1997, Planning Commission Resolution No. 97-18, and the Minutes of the Planning Commission meeting of August 6, Resolution NUmber~ 1997. In addition, the City Council considered all written and oral testimony presented at the time of the public hearing. Section 6. At the conclusion of the public hearing, based upon the evidence presented, the City Council determined to adopt Housing Element Revisiqn 97-1. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does hereby adopt Housing Element Revision 97-1, as recommended by the Planning Commission, and as set forth in Section 3(a) and Section 3(b), above, and directs Staff to revise the Housing Element accordingly. I NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council finds that Housing Element Revision 97-1 is statutorily exempt in accordance with Section 15262 of the CEQA Guidelines, and no substantial adverse environmental impacts witt result upon the adoption of this revision to the Housing Element of the General Plan.
