That the City Council approve the minutes of the Closed Session/Regular City
Council meeting held on September 25, 2017.

The City Council met in regular session at 7:01 p.m. in the City Council Chambers.
Mayor Massa -Lavitt led the Pledge of Allegiance.

California Public Employees' Retirement System Update
Overview of Online Public Records Request Program
ORAL COMMUNICATIONS
Mayor Massa -Lavitt opened oral communications. Speakers: Joyce Ross - Parque spoke
regarding various City matters. Laura Wilson, Seal Beach resident, spoke regarding
Community Choice Energy.
CITY ATTORNEY REPORT
City Attorney Steele indicated that the City Council met in Closed Session and
considered the one item listed on the agenda. Staff provided a report. No reportable
action was taken.
CITY MANAGER REPORT
City Manager Ingram requested that City Clerk Roberts provide an update on previous
Council actions. City Clerk Roberts stated that the City Council is seeking applicants
from all five districts to serve on the Seal Beach Fire Services Advisory Ad Hoc
Committee, as well as applicants from District 2 to serve on the Recreation and Parks
Commission. She noted that applications can be obtained online or at the City Clerk's
office.
COUNCIL COMMENTS
Council Member Moore stated that he is having a "meet and greet' for District 2
residents at Fire Station 48 on Wednesday at 7:00 pm. He noted that several police
officers will be in attendance, as well as Assistant City Manager Patrick Gallegos.
Topics of discussion will include crime, homelessness, and emergency preparedness.
Council Member Sustarsic stated that she attended the Save Our Beach cleanup event
last weekend and was happy to see participation from the community and from local
Boy Scout troops. She thanked the Lions Club for providing food for the event. She also
stated her attendance at the Chamber Installation Breakfast and congratulated the new
officers. She thanked Commander Steve Bowles, Michelle Marquez, and Jennifer Rentz
from Dixon Unlimited for the parking meter tour. She stated her attendance at the West
Cities Police Communication Center (West -Comm) 20" Anniversary celebration, and
thanked the City staff who planned the event. Lastly, she noted that schools interested
in having her join the PTA can contact her.
Council Member Deaton stated her attendance at the Save Our Beach event. She
thanked Steve Masoner and the Save Our Beach board for sponsoring and planning the
cleanup. She also thanked the Lions Club for providing food, Deb Meehan for serving as
Chair, and all City employees who provided assistance. She stated her attendance at
the West -Comm celebration and provided congratulations to staff. She also announced
that on October 5"' a "Coffee With the Cops" event will be hosted at Doc's Pie Shop,
and that residents of Districts 1 and 3 are especially encouraged to attend.
Mayor Pro Tern Varipapa also encouraged residents to attend "Coffee with the Cops"
from 4:OOpm- 6:00pm on October 5"'. He stated his attendance at the Chamber
Installation Breakfast, parking tour, and Save Our Beach cleanup. He encouraged
residents to attend regular beach cleanups held every third Saturday of the month.
Mayor Massa -Lavitt stated her meeting at the Los Angeles and Lower San Gabriel
Rivers and Mountains Conservancy. She noted that she would like to explore how the
City can benefit from its membership on the Conservancy. She also encouraged
attendance at the West Orange County Women's Conference on Wednesday,

COUNCIL ITEMS
A. City of Seal Beach Strategic Plan — Six Month Strategic Objectives Update - Receive
and file the City of Seal Beach Six -Month Strategic Objectives update.
City Manager Ingram thanked City staff for their work on the Strategic Plan, and noted
that the next Strategic Plan workshop will be held on October 18"'.
Public Works Director Myrter gave an update on the goal to provide a quality beach and
pier environment. In regards to Objective Five (5), "Secure the Tidelands lease
agreements for the beach;' he stated that staff has completed the final draft of a
response letter to the State Lands Commission and the City Attorney's Office is in the
process of reviewing the letter. He noted that the State Lands Commission is scheduled
to bring the City's response to its November board meeting.
Council Member Varipapa asked staff to provide an update regarding the permit for the
pier. City Manager Ingram noted that a comprehensive update would be given at the
City Council Meeting on October 9"'.
Finance Director Beatley provided an update on the goal to achieve short- and long-
term fiscal sustainability. She noted that the statuses for Objectives three (3), four (4),
and five (5) have been changed to 'TBD" because Council input is needed for these
items. She also stated that staff has completed Objective six (6), having applied for six
grants, and will continue to work on this process.
Public Works Director Myrter spoke regarding the goal of improving and maintaining the
infrastructure and facilities. Specifically as it relates to Objective six (6), Director Myrter
noted that a new landscape Supervisor has started his position with the City, and staff
will complete the request for proposal (RFP) by the target date. Finance Director
Beatley spoke regarding Objective seven (7), noting that the parking project manager
facilitated a community meeting on August 17". She also stated that the current pilot
program may be extended by a month. She noted that meetings had been conducted
with all City Council members and feedback was received. A new email address,
oarkina®sealbeachca.aov, was also created to facilitate communication with the
community regarding parking. She noted that the Finance Department is also preparing
to make permit processing and payment available online. She clarified for Council
Member Deaton that this can be accessed through the Finance Department's page on
the City's website.
City Clerk Roberts spoke regarding the goal to attract, develop, compensate and retain
quality staff. She stated that a training on customer service will be given by Public
Sector Excellence during the upcoming Staff Development Day.
Regarding the goal of enhancing public safety, Chief Miller stated that the Police
Department has applied for a federal grant that would help fund new officers.
CONSENT CALENDAR
Deaton moved, second by Sustarsic, to approve the recommended actions on the
Consent Calendar.
B. Regular City Council meeting September 11, 2017 minutes — Approve by minute
order.
C. Demands on City Treasury (Fiscal Year 2017) — September 25, 2017 —
Ratification.
D. Monthly Investment Report — August 2017 — Receive and file.
E. Fiscal Year 2017 -18 Fleet Replacement - Adopt Resolution No. 6769 approving
Budget Amendment No. 18 -03 -02 for $10,300; authorizing the purchase of two
replacement vehicles and equipment for the City's fleet at a total of $126,573.91,
in accordance with the breakdown set out in this staff report, pursuant to Seal
Beach Municipal Code Section 3.20.025(B); authorizing the City Manager to
approve purchase orders for the new vehicles, equipment and payment of all
State taxes and fees required for delivery for vehicle and equipment purchases;
authorizing the City Manager to surplus existing vehicles and equipment upon
the completion of the new vehicle and equipment purchase and retrofitting; and
superseding and replacing Resolution No. 6766.
F. Adopt a Resolution listing the Projects Partially Funded by Senate Bill 1: Road
Repair and Accountability Act SB1 - Adopt Resolution No. 6770 listing the
projects that are partially funded by Senate Bill 1 (SB1).
