SUBJECT: ACTIVE TRANSPORTATION PROGRAM GRANT FOR
THE LAMPSON AVENUE BIKE LANE GAP CLOSURE
PROJECT
SUMMARY OF REQUEST:
That the City Council provide direction to staff to increase the Active
Transportation Program Grant's required local agency matching funds from 20
percent to approximately 50 percent of total project costs and pursue the
Lampson Avenue Bike Lane Gap Closure Project.
BACKGROUND:
In spring of 2017, the California Transportation Commission announced a call for
projects for the Active Transportation Program (ATP). The ATP is a competitive
grant opportunity for local agencies to submit a project to increase biking and
walking trips, mobility, and safety for non - motorized users.
In July 2017, the City submitted an application to the ATP for the Lampson
Avenue Bike Lane Gap Closure Project (Project). Currently, the segment of
Lampson between Basswood Street and Seal Beach Boulevard does not have
Class II bike lanes in either direction. Lampson Avenue does have Class II Bike
Lanes from Basswood Street east to the intersection of Valley View Street.
Accordingly a bike lane "gap" exists between Basswood Street and Seal Beach
Boulevard.
The proposed Lampson Avenue Bike Gap Closure Project would install Class II
Bike Lanes on the north side and south side of Lampson Avenue between Seal
Beach Boulevard and Basswood Street, thus closing this gap and connecting the
existing bike lanes that currently terminate at the Basswood Street intersection to
the existing bike lane within Seal Beach Boulevard. The scope of this Project
also includes revised striping, signing, modified pedestrian walkways, signal
pedestrian countdown heads, push buttons, median/landscape revisions, and
roadway modifications as needed.

This Project completes the planned Lampson Avenue bike lane corridor as
identified in the City of Seal Beach General Plan- Circulation Plan Bikeway
Facilities, our community's planned on- street bicycle lanes (General Plan - Bike
Lanes Type II) to close this gap. It should be noted that the City's chief goal in
the expansion of our bike lane network is to implement and maintain a citywide
system of safe, efficient, and attractive bicycle facilities making it safer for all
modes and more convenient for bicyclist of all skills and activity levels
(commuter, student, recreational), as well as to encourage increased ridership
along the roadways. The City has received numerous letters of support for this
proposed project.
ANALYSIS:
In July 2017, the City submitted an ATP grant application to the California
Transportation Commission (CTC) for the Lampson Avenue Bike Lane Gap
Closure Project. This ATP Grant required that a minimum 20% of the total
estimated project costs be paid by the local agency with the remaining 80% of
project costs being paid by grant funds. The total cost of this Project is estimated
at $1,265,000 which required a City match of $253,000. The ATP Grant would
fund the balance of the project which is $1,012,000.
Staff recently received notification from Orange County Transportation Authority
(OCTA), the agency responsible to administer the grant funds, that the Project
scored well and that OCTA staff is recommending to the Southern California
Association of Governments (SCAG) that this Project be considered for grant
award. However, OCTA staff went further to state that this award
recommendation is contingent on the City agreeing to increase the required local
funding match from 20% to approximately 50% of total Project costs. The Project
phases are not based on this 50% match requirement. Only the total Project cost
is based on this 50% match requirement. Table 1 below summarizes the
requested revisions to the City's ATP Grant Application. OCTA staff explained
that these requested revisions were necessary based on current available grant
funding.
As shown in Table 1, the Project is phased and costs are divided into two Fiscal
Years (FY). The environmental phase is planned for FY 17/18 at a total cost of
$35,000. This project phase will be funded with a required City match of
approximately $8,000 and ATP grant funds of $27,000. The design and
construction phase is planned for FY 18/19 at a total cost of $1,230,000. This
phase of the Project will be funded with a required City match of approximately
$620,000 and ATP grant funds of $610,000. See the table below for the
breakdown of cost.

Based on the proposed breakdown, if the City is awarded and accepts the ATP
Grant, the City would have to obligate approximately $8,000 for FY 2017 -18 and
$620,000 for FY 2018 -19 in either Gas Tax or Measure M2 funds.
OCTA is requesting the City of Seal Beach to provide direction to OCTA if the
City would like to move forward with this proposal based on the increase in local
agency's matching funds. If the City is awarded and accepts the ATP Grant
based on the increase in the ATP Grant's required local agency matching funds
from 20% to approximately 50% of total project costs, the result may delay
paving of some streets that would have been scheduled for FY 2018 -19 as part
of our annual pavement management program. In 2016, City Council adopted
the 2016 Pavement Management Program report. The report is a planning tool
used to aid pavement management decisions regarding scheduling of upcoming
streets that need to be paved.
However, the recent Senate Bill (SB) 1 increased the City's revenue for FY 18119
to $453,748. This can be used to supplement the new required City match. Thus
it will not delay paving of some streets that would have been scheduled for FY
2018 -19 as part of our annual pavement management program.
At the time of preparing this staff report, SCAG has an item on their regularly
scheduled October 5, 2017 Transportation Committee Meeting Agenda to
recommend the City of Seal Beach Lampson Avenue Bike lane Gap Closure
Project with the proposed project funding breakdown as outlined above.
ENVIRONMENTAL IMPACT:
No action is requested, and there is no environmental impact associated with this
item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved the staff report as to form.
FINANCIAL IMPACT:
Staff initially submitted an ATP grant application for the Lampson Avenue Bike
Gap Closure Project with the minimum 20% City match of $253,000 with the ATP
grant funding 80% or $1,012,000 of the total estimated Project costs of
$1,265,000. In anticipation of the grant award based on the original grant
application, staff has identified $253,000 of Measure M2 funds in the Adopted FY
2017/18 Budget that meet the requirements for use on this proposed project.
Table 2 shows the breakdown of estimated project cost per fiscal year as initially
submitted in the application.

As noted in the Analysis of this report, staff recently received notification call from
OCTA staff stating that this Project was being recommended to award contingent
on the City agreeing to increase the required local funding match from 20% to
approximately 50% of total Project costs. Table 3 shows the new project phasing
schedule and match funding which increases the City's original match from 20%
($253,000) to almost 50% ($628,000) a difference of $375,000. Below is the new
funding breakdown with the corresponding revised project phasing and the fiscal
year start.

As noted in Table 3 the City will be required to obligate approximately $8,000 for
FY 2017 -18 and $620,000 for FY 2018 -19. There are two available funding
sources to supplement the City match, the new Gas Tax from the recent Senate
Bill 1 for FY 18/19 is anticipated at $453,748 and Measure M2 funds.
If SCAG awards this ATP Grant to the City, and staff receives Council direction to
increase the Active Transportation Program Grant's required local agency
matching funds from 20 percent to approximately 50 percent of total project
costs, staff will return to the City Council in December for formal acceptance of
the grant and direction to the City Manager to proceed with its implementation.
