Subject: URBAN RUNOFF WATER QUALITY
PROP. 13 FUNDING APPLICATION
SUMMARY
City staff recently submitted four funding applications for water quality improvement projects
under the Non -point Source Pollution Control and Watershed Program of the State Water
Resources Control Board (SWRCB).
DISCUSSION:
With the passage of the Costa -Machado Water Act of 2000 (Prop. 13), various water quality grant
funding programs were established to provide funds to municipalities for the purposes of watershed
protection planning and non -point source pollution control improvement projects The act provides
statewide funding in the amount of $5,400,000 for watershed planning and $9,200,000 for non -
point source pollution control projects. An additional $2,200,000 is also available for non -point
source pollution control projects in coastal areas. Projects can be funded up to $5,000,000 with
matching funds required for non -point source pollution control projects. Projects under the Coastal
non -point source pollution control program are limited to $1,000,000 with matching funds required
With the assistance of our engineering consultant, Tettemer & Associates, the City submitted four
applications for projects under the Non -point and Coastal non -point source pollution control
program. In general, the project applications requested funding to install stormwater filtration
devices within the City's existing storm drain system in Old Town Seal Beach. As you are aware,
the stomr and urban runoff of the Old Town, Hill, and Coves residential areas is conveyed by storm
drain piping systems to two pump stations, the County pump station at Electric Avenue/Seal Beach
Boulevard servicing the east side and the City pump station at the Seal Beach Trailer park servicing
the west side. The City's applications propose two filtration devices to be installed in advance of
the County pump station and one device for the City's pump station. The fourth project proposes
the installation of a filtration device and the reconstruction of Marina Drive storm drain which
outlets directly to the San Gabriel River. If funded, the proposed projects will be constructed in
conjunction with ongoing projects; Seal Beach Boulevard Reconstruction, Seal Beach Regional
Trail (Seal Beach Boulevard segment), Marina Bridge Replacement, and The West Side Storm
Drain Pump Replacement Project.

FISCAL IMPACT:
If the funding applications are approved, the City will need to budget the required matching
funds within the FY2001/02 budget. Costs associated with submittal of the applications were
included within the professional services agreement with Tettemer & Associates.
