Subject: AWARD PROFESSIONAL SERVICES AGREEMENT —
ON CALL ENGINEERING SERVICES FOR PUBLIC
WORKS, TRANSPORTATION, TRAFFIC, AND STREET
FACILITIES.
SUMMARY OF REQUEST
The proposed action will execute an on-call professional services agreement to retain W.G.
Zimmerman Engineering, Inc.(WGZE) to perform on-call engineering services for public
works, transportation, traffic, and street facilities.
DISCUSSION:
The City's ambitious CIP has many high priority projects. These need to be implemented with
limited staff resources and include the Seal Beach Regional Trail, Lampson Avenue
Rehabilitation and the Seal Beach Signal Communication System. It is important that a highly
qualified engineering firm be retained with expertise specifically in the design of transportation,
traffic, and street facilities. This not only speeds delivery of projects but also can avoid costly
change orders later during construction.
The purpose of this contract is to hive a qualified firm to perform professional services to
perform these requirements in an expedient manner. By hiring on-call services, projects may
proceed at much faster rate. The firms become very familiar with the City's unique
infrastructure that results in cost savings because of reduced learning curves. This becomes
more important due to the limited in-house engineering staff resources to manage these
projects.
WGZE has performed well for the City in the past. They have designed Seal Beach Boulevard
AHRP Rehabilitation, a and Central Traffic Circle, 12a Street, TO Street Alley, Main Street
Alley, Main Street Parking Lot. Engineering staff rated them most qualified during the initial
RFP quality based selection process. They also come highly recommended from various other
public agencies and me currently performing work for Newport Beach, Orange, Mission Viejo,
Fountain Valley, and OCTA. Design costs range from eight to twenty percent of construction

costs depending upon the size, scope and complexity of the project. Staff has negotiated hourly
rates with WGZE and their firm can perform the work within project budgets set forth in the
approved Capital Improvement Program. Prior to starting any work, the consultant shall
submit a detailed task order scope, fee proposal, schedule, and overall project estimate. No
work shall begin until written approval by the Director of Public Works.
FISCAL IMPACT:
Funds are available in the Capital Improvement Program with the majority coming from
Federal and State Grants, Measure M, and Gas Tax. Additionally, any work that is part of
the development will be charged back to the developer. No work will be performed unless
adequate funding is available in the project budget.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Authorize the City Manager to execute an professional services agreement W.G.
Zimmerman Engineering, Inc to perform on-call engineering services for public works,
transportation, traffic, and street facilities.
