Dear Mayor Campbell:
The City of Los Alamitos is aware that the Bixby Development has been approved via a
Development Agreement and that all entitlements regarding the residential and
commercial uses are in place. Nonetheless, the City would like to be on record regarding
its concern over the proposed Centex Housing Development adjacent to the Rossmoor
Highlands and the Joint Forces Training Base.
The site plan calling for the development of the Centex homes is directly under the flight
path of the northerly runway on the Joint Forces Training Base. While such development
is legally permitted, it does seem to fail the test of common sense, especially knowing
that activity at the Air Station has not diminished and, in all likelihood, may increase.
The Los Alamitos Tower has responsibility for over 68,000 helicopter and fixed wing
flights per year. These flights should be enough to dissuade buyers; but we are sure that
buyers will, nonetheless, be found. The Air Station is vital to our region and to Southern
California since it contains not only military personnel, but also is the location for the
Southern California Emergency Operations Center. As such, in the event of an
emergency such as fire, earthquake, flood, etc., this Airfield could represent our only
resource for emergency supplies and mobilization for relief.
Again, the City is well aware of the commitments that have been made to Bixby and
Centex. However, we would be remiss if we did not indicate our concern over the
residential development, which lies directly under the flight path of runway "4 Left" at
the Joint Forces Training Base.
