Sellers, Chief of Police Subject: Award of Contract to Refurbish Patrol Cars SUMMARY OF REQUEST This report seeks Council approval to pay $27,650.00 of budget funds to Bates Automotive of Upland, California, to refurbish to new condition two Chevrolet Caprice black and white patrol cars. I.J:iyK-ftalISK 1; Included in the 2000/2001 police budget were funds to replace two black and white patrol cars. $56,000.00 was budgeted to purchase the two new vehicles and an additional $10,000.00 was budgeted for the required emergency equipment for the two vehicles. (These funds were budgeted in account 49600 of Program 023 - Police Support Services). In the subsequent search for replacement cars the Police Department staff concluded that the new vehicles being produced as patrol cars did not provide the room or performance of the Chevrolet Caprices that we were seeking to replace. Staff additionally learned that for approximately $13,823.49 per unit, vehicles in our current fleet could be refurbished to new condition, thus providing a better product, at a reduced cost for a similar product life. The Police Department recently evaluated patrol car with refurbishing by having two units refurbished by Bates Automotive in Upland, California. Bates, refurbishes patrol cars for a number of agencies, including the Los Angeles County Sheriff's Department. The two refurbished Seal Beach Chevrolets have performed exceedingly well and our currently the most popular units in the Seal Beach Patrol fleet. Some of the items included as part of a typical Bates rebuild are the engine, transmission, drive train, suspension, interior, seats, body and paint. The anticipated life expectancy of one of these units after refurbishing is 100,000 mile and Bates Automotive warranties the engine and transmission for three years or 50,000 miles and the rear end for 12 months or 12,000 miles. a Agenda item FISCAL IMPACT There will be no adverse fiscal impact from this action as ample funds have been budgeted to cover these costs. RECOMMENDATION Upon motion of the Consent Calendar, authorize the Police Department to have Bates Automotive, 1044 West 9" Street, Upland, California 91786, to refurbish two Seal Beach Police Department black and white patrol cars for a cost not to exceed $27,650.00.
