Advice Letter 1083-W -3- November 20, 2000
These tariffs are submitted pursuant to Ordering Paragraph No. 6 of Decision 00-06-075,
dated June 22, 2000, in Application No. 98-09-040, fled September 30, 1998. In
accordance with that order, the rates reflecting the 2001 increase are to be effective January
1, 2001. Since this is a compliance filing, a Commission resolution is not needed for
approval.
Two copies of detailed workpapers supporting the calculations of the proposed rates are
being furnished to the Commission Staff for their review. For the twelve months ended
September 30, 2000, the recorded return on rate base is 8.92%, while the pro forma rate of
return for the same period is 9.35%.
This advice letter is submitted pursuant to D.00-06-075 which authorized an $1,662,700 or
2.61 % increase for Calendar 2001.
SCWC respectfully requests approval of this advice letter, allowing these tariffs to become
effective on January 1, 2001.
The actions requested in this advice letter are not now the subject of any formal filings with
the California Public Utilities Commission, including a formal complaint, nor action in any
court of law.
A protest is a document objecting to the granting in whole or in part of the authority sought in
this advice letter. A response is a document that does not object to the authority sought, but
nevertheless presents information that the party tendering the response believes would be
useful to the Commission in acting on the request.
A protest must be mailed within 20 days. It must state the facts constituting the grounds for
the protest, the effect that approval of the advice letter might have on the protestant, and the
reasons that protestant believes the advice letter, or a part of it, is not justified. If the protest
requests an evidentiary hearing, the protest must state the facts the protestant would
present at an evidentiary hearing to support its request for whole or partial denial of the
application.

SPECIAL CONDITIONS
1. Consumption shall be computed for billing In units of hundred cubic feet for all water delivered.
2. Service shall be rendered according to a schedule of delivery to be set up annually by the utility.
3. The utility does not represent or guarantee that any water delivered hereunder Is potable or of a quality
suitable for human consumption. Any customer who uses said water or makes It available to others for
human consumption shall take all necessary precautions to make the same potable and shall assume all
risks and liabilities In connection therewith.
4. The utility does not guarantee a continuous and uninterrupted supply under this schedule and reserves the
right to temporarily suspend the delivery of water when It is necessary to take the whole or part of the
system out of service for the purpose of cleaning, maintaining and repairing or other essential Improvements
thereon; or for domestic purpose.
5. Water delivered to customers will be made and measured at the utility's conduits, or as near thereto as
practicable.
6. This service is limited to existing Irrigation customers of record who irrigate all or a reasonable part of their
acreage each and every year.
7. The utility is not required to provide service under this schedule for the watering of lawns, golf courses, parks,
memorial parks or cemeteries.

2. The company shall not be required to install new mains to make this service available.
3. The annual service charge will be paid In advance and bills will be computed and rendered
monthly based on the total quantity of water delivered.
4. The customer, when requiring irrigation water, shall nofity the Company at least twenty-four
(24) hours in advance, indicating the date and hour for commencement of such service.
5. No customer shall be eligible for service under this schedule unless irrigating five (5) or more
acres of land for citrus or other commercial crops.
6. Service under this schedule is subordinate to all other service schedule offered in this tariff
areas and is subject to interruptions in emergencies or at the Company's discretion. The
Company will not be liable for damage occasioned by interruption of service supplied under
this schedule.
7. The customer will pay, without refund, the actual cost of the irrigation service. The company
will furnish the meter at Ifs expense.
B. Due to the undercollection in the Balancing Account, an amount of $0.020 per Ccf is to be
added to the Quantity Rates for a period of 12 months, ending on June 26, 2001.

SPECIAL CONDITIONS
1. The Minor's inch is defined as a rate of flow equal to one -fiftieth of a cubic foot per second,
or 72 cubic feet.
2. The minimum rate of delivery under this schedule is ten miner's inches.
3. A twenty-four (24) hour advance notice may be required before water Is turned on under
this schedule.
4. The utility does not represent or guarantee that any water delivered hereunder is potable or
of a quality suitable for human consumption. Any consumer who uses said water or makes It
available to others for human consumption shall take all necessary precautions to make the
some potable and shall assume all risks and liabilities in connection therewith.
5. The utility does not guarantee a continuous and uninterrupted supply under this schedule and
reserves the right to temporarily suspend the delivery of water when It Is necessary to take the
whole or part of the system out of service for the purpose of cleaning, maintaining and repairing or
other essential Improvements thereon; or for domestic purposes.
6. Water deliveries to customers will be made and measured at the utility's conduits, or as near
thereto as practicable.
7. This service Is limited to existing Irrigation customers who Irrigate all or a reasonable part of
their acreage each and every year.
8. The utility is not required to provide service under this schedule for the watering of lawns, golf
courses, parks, memorial parks or cemeteries.
9. Tum on and tum off service will only be provided during the hours of 8:00 O.M. to 5:00 P.M.
Monday through Friday. No Irrigation service will be provided on weekends or holidays.
10. Due to the overcollection in the Balancing Account, an amount of $0.054 per Ccf is to be subtracted
from the Quantity Rates for a period of 12 months, ending on June 26, 2001. m

These tariffs are submitted pursuant to California public Utilities Commissions Resolution No. W-4181,
dated February 3, 2000, whereby SCWC is authorized to file an advice letter to seek recovery of the balances
mahntamed it its Water Quality Litigation Memorandum Account. Because this advice letter is seeking
authorization to increase rates, a Commission resolution will be needed to approve this advice letter.

damages and specific performance under the legal theories of inverse condemnation, continuing private
nuisance, and continuing public nuisance. These lawsuits arise from the commumation of the groundwater
basin with Perchlorate and/or Nitrosodimethylamine ("NDMA"), both of which are rocket fuel additives
and have been identified by the State of California to be hazardous substances.
The costs related to these lawsuits met the Water Branch's criteria for memorandum account treatment and

month will experience a monthly increase of $1.30 or 5.60% from $23.15 to $24.44 A flat rate single unit
residential customer on Schedule AC -2 will experience a monthly increase of $1.24 or 5.12% from $24.20 to
$25.44.
Barstow: a commercial or residential customer on Schedule BA -1 with a 5/8" x 3/4" meter, using 27.64 Ccf
per month will experience a monthly increase of $0.32 or 0.65% from $49.63 to $49.95.

per month will experience a monthly increase of $0.25 or 0.82% from $29.97 to $30.21.
Simi Valley: a commercial or residential customer on Schedule SI -1 with a 5/8" x 3/4" meter, using 18 Ccf
per month will experience a monthly increase of $0.21 or 0.49% from $41.87 to $42.08.
Santa Maria: a commercial or residential customer on Schedule SM -1 with a 5/8" x 3/4" meter, using 28 Ccf
per month will experience a monthly increase of $0.24 or 0.77% from $30.40 to $30.64.
Ojai: a commercial or residential customer on Schedule OI -1 with a 5/8" x 3/4" meter, using 26 Ccf per
month will experience a monthly increase of $0.33 or 0.58% from $56.27 to $56.60.
The actions requested in this advice letter are not now the subject of any formal filings with the California
Public Utilities Commisslon, including formal complaints. The two aforementioned lawsuits are still
pending and no rulings have been made.
A protest is a document objecting to the granting in whole or in part of the authority sought in this advice
letter. A response is a document that does not object to the authority sought, but nevertheless presents
information that the party tendering the response believes would be useful to the Commission in acting on
the request
A protest must be mailed within 20 days. It most state the facts constituting the grounds for the protest, the
effect that approval of the advice letter might have on the protestant, and the reasons that protestant believes
the advice letter, or a part of it is not justified. If the protest requests an evidentiary hearing, the protest
must state the facts the protestant would present at an evidentiary hearing to support its request for whole or
partial denial of the application.

Consumption shall be computed for billing In units of hundred cubic feet for all water delivered.
Service shall be rendered according to a schedule of delivery to be set up annually by the utility.
3. The utility does not represent or guarantee that any water delivered hereunder Is potable or of a quality
suitable for human consumption. Any customer who uses said water or makes it available to other. for
human consumption shall take all necessary precautions to make the same potable and shall assume all dsks
and liabilities in connection therewith.
4. The utility does not guarantee a continuous and uninterrupted supply under this schedule and reserves the
right to temporarily suspend the delivery of water when it is necessary to take the whole or part of the system
out of service for the purpose of cleaning, maintaining and repairing or other essential Improvements thereon;
or for domestic purpose.
5. Water delivered to customers will be made and measured at the utility's conduits, or as near thereto as
practicable.
6. This service is limited to existing Irrigation customers of record who irrigate all or a reasonable part of their
acreage each and every year.
7. The utility is not required to provide service under this schedule for the watering of lawns, golf courses, parks,
memorial parks or cemeteries.

3. The annual service charge will be paid in advance and bills will be computed and rendered
monthly based on the total quantity of water delivered.
4. The customer, when requiring irrigation water, shall notify the Company at least twenty-four
(24) hours in advance, indicating the date and hour for commencement of such service.
S. No customer shall be eligible for service under this schedule unless irrigating five (5) or more
acres of land for citrus or other commercial crops.
6. Service under this schedule Is subordinate to all other service schedule offered In this tariff
areas and Is subject to Interruptions in emergencies or at the Company's discretion. The
Company will not be liable for damage occasioned by Interruption of service supplied under
this schedule.
7. The customer will pay, without refund, the actual cost of the Irrigation service. The company
will furnish the meter at Its expense.

CIAL CONDITIONS
The Minor's inch is defined as a rate of now equal to one -fiftieth of a cubic foot per second,
or 72 cubic feet.
2. The minimum rate of delivery under this schedule is ten miner's inches.
3. A twenty-four (24) hour advance notice may be required before water is turned on under
this schedule.
4. The utility does not represent or guarantee that any water delivered hereunder is potable or
of a quality suitable for human consumption. Any consumer who uses said water or makes it
available to others for human consumption shall take all necessary precautions to make the
same potable and shall assume all risks and liabilities in connection therewith.
5. The utility does not guarantee a continuous and uninterrupted supply under this schedule and
reserves the right to temporarily suspend the delivery of water when R Is necessary to take the
whole or part of the system out of service for the purpose of cleaning, maintaining and repairing or
other essential improvements thereon; or for domestic purposes.
6. Water deliveries to customers will be made and measured at the utility's conduits, or as near
thereto as practicable.
7. This service is limited to existing irrigation arstomers who irrigate all or a reasonable part of
their acreage each and every year.
B. The utility is not required to provide service under this schedule for the watering of lawns, golf
courses, parks, memorial parks or cemeteries.
9. Tum on and tum off service will only be provided during the hours of 8:00 a.m. to 5:00 p.m.
Monday through Friday. No irrigation service will be provided on weekends or holidays.
10. Due to the overcollection in the Balandng Account, an amount of $0.054 per Ccf is to be subtracted
from the Quantity Rates for a period of 12 months, ending on lune 26, 2001.
