Sellers, Chief of Police Subject: Contract with City of Alamitos for Jail Services SUMMARY OF REQUEST This report seeks Council approval, pursuant to the conditions articulated in the attached contract, for the Seal Beach Police Department to allow the Los Alamitos Police Department to use the Seal Beach City Jail and the services of Correctional Services Incorporated (CSI). The City of Seal Beach and the Seal Beach Police Department have for a number of years partnered with a private sector company, Correctional Services Incorporated (CSI), to operate the Seal Beach City Jail. This public/private partnership has, for the first time since construction, made it possible for the Seal Beach Police Department to operate itsjail and has generated a significant amount of revenue for the City of Seal Beach. For a number of years this arrangement has included an agreement between the City of Seal Beach and the City of Garden Grove that allowed the Garden Grove Police Departmeulto use the Seal Beach City Jail. This agreement has proved very helpful to Garden Grove P.D., has had no negative impact on Seal Beach's ability to use the jail, and has generated additional revenue for the jail operation. For some time the Los Alamitos Police Department, which has no jail staff and only a small prisoner holding area, has pursued a similar partnership as that enjoyed by Garden Grove. Recently Garden Grove has abandoned their use of the Seal Beach City Jail by opening its own jail and staffing it with CSI employees. This tum of events has made this an excellent opportunity to provide a much needed service to Los Alamitos while simultaneously optimizing our jail space and supplanting a revenue stream no longer available from Garden Grove. FISCAL IMPACT There will be no adverse fiscal impact from this action. The contract with Los Alamitos will generate additional revenue, but because of the volume of prisoners involved, not an amount equal to what was previously being paid by Garden Grove. The other original has been forwarded to Los Alamitos.
