Subject: Police Recruit Salary
SUMMARY OF REQUEST
This report seeks Council approval to adjust the monthly salary for Police Recruit from $2,583.00 to
$3,500.00 a month.
BACKGROUND
The City of Seal Beach and the Seal Beach Police Department currently have authorized a position titled
Police Recruit. This is a full time position with no benefits. The position was created to allow for
compensation of prospective police officers while those candidates were attending the police academy.
The rate of compensation and lack of benefits was, in part, based on the fact that these personnel were
not required to perform police duties, nor vested with peace officer powers. Individuals working in this
class are promoted to Police Officer at the conclusion of the police academy and at that time begin
receiving Police Officer compensation.
The current monthly salary for this position is $2,583.00. The salary has not been adjusted for some
time, and has not kept pace increases other Orange County law enforcement agencies have made for this
position. A recent query of 19 agencies revealed the average starting salary for a Police Recruit was
$3,185.00. a month. The surveyed range was from $3,842.00 - $2,457.00.
In the interest of recruiting the best possible candidates, and to maintain a competitive position in the
job market, the Police Department is seeking Council approval to adjust the salary for the position of
Police Recruit to an amount more in line with other Orange County law enforcement agencies.
FISCAL IMPACT
The position of Police Recruit is not a permanent position and is only paid during the short periods when
a Police Officer vacancy is occupied by a recruit completing the police academy. As these are positions
that have been budgeted as Police Officers, the cost of the Police Recruit is still significantly less than
the budgeted posi ion. Subsequently there is no negative fiscal impact beyond what has been previously
budgeted or approved.

RECOMMENDATION
Upon motion of the Consent Calendar, authorize the increase of the monthly salary for Police Recruit
to $3,500 a month.
